Port Operations and Husbanding Services Manager
Job Description
The Opportunity:
CACI is seeking a highly qualified Port Operations & Husbanding Services Manager to support Military Sealift Command (MSC) ship visits throughout the Philippines. The selected candidate will serve as the principal coordinator for port operations, husbanding services, diplomatic clearances, logistics planning, customs and immigration support, and stakeholder engagement activities supporting MSC vessels operating in Subic Bay and other Philippine ports.
The Port Operations & Husbanding Services Manager will act as the primary liaison among MSC Far East (MSCFE), U.S. Embassy Manila, Defense Attaché Office (DAO), U.S. Military - Assistance Group (USMAG), Philippine government agencies, port authorities, logistics providers, and husbanding service contractors to ensure successful execution of vessel port visits and mission requirements. Will perform Logistics Support Representative duties for MSC ships.
Responsibilities:
Port Operarions Management
- Manage and oversee logistics functions supporting MSC vessel port visits throughout the Philippines.
DIPLOMATIC CLEARANCE MANAGEMENT
- Manage the full lifecycle of diplomatic clearance requests.
- Coordinate with the Defense Attaché Office and U.S. Embassy Manila.
HUSBANDING SERVICES OVERSIGHT
- Coordinate husbanding support services for MSC vessel visits.
- CUSTOMS, IMMIGRATION, AND PERSONNEL SUPPORT
- Coordinate customs and immigration activities supporting crew changes and vessel operations.
- LOGISTICS PLANNING AND EXECUTION
- Develop and implement logistics solutions for complex operational requirements.
- STAKEHOLDER ENGAGEMENT
- Serve as primary liaison between MSC, government agencies, port authorities, and service providers.
EMERGENCY RESPONSE COORDINATION
- Coordinate support for emergency situations involving MSC vessels
PROGRAM REPORTING AND PERFORMANCE MANAGEMENT
- Develop and maintain operational reports, metrics, and after-action reviews.
Qualifications:
Required:
- Active DoW Secret Clearance
- Exeprience as a U.S. Navy Officer, CWO, LDO, Chief, Senior Chief, or Master Chief with logistics experience.
- Prior MSC experience.
- Prior husbanding agent or fleet logistics experience.
- Experience supporting U.S. Embassy or Defense Attaché Office activities.
- Familiarity with Philippine port operations
Desired:
- Bachelor's degree in Business, Logistics, Maritime Operations, Transportation, Supply Chain Management, or related field.
- Minimum 10 years of maritime logistics, port operations, husbanding services, military logistics, or related experience.
- Experience supporting MSC, U.S. Navy, NAVSUP, TRANSCOM, commercial shipping operations, or maritime logistics organizations.
- Experience coordinating with foreign government agencies and U.S. Government organizations.
- Strong knowledge of vessel operations, port services, customs processes, and logistics planning.

Pay Range:
There are a host of factors that can influence final salary including, but not limited to, geographic location, Federal Government contract labor categories and contract wage rates, relevant prior work experience, specific skills and competencies, education, and certifications. The proposed salary range for this position is:
$58,500 - $122,800
