About the role:
The Engineers Estimator provides construction cost benchmarking and analysis of comparable completed projects to support the KWSSP feasibility study CAPEX verification. This short-term position involves analysis of analogous water and sanitation projects to validate unit rates and overall cost estimates against market reality. The incumbent will role model SJ Group values, ethics and code of conduct and ensure all business activities are carried out in accordance with these guiding principles.
Key Responsibilities:
- Identify and analyze completed water supply and sanitation projects in Uzbekistan and Central Asia
- Compile unit rate database for key construction elements (WTP, WWTP, pipelines, pump stations)
- Compare KWSSP CAPEX estimates against benchmark unit rates from analogous projects
- Prepare cost comparison report with variance analysis and recommendations
- Adjust benchmarks for location, scale, and time factors (inflation/exchange rate)
- Ensure benchmarking database covers minimum 5 comparable projects
- Validate CAPEX estimates against market-based unit rates
- Identify items requiring cost adjustment through variance analysis
- Prepare audit-ready and PK-51 compliant cost benchmarking reports
- Support Financial Model CAPEX Inputs:
- Verify construction cost assumptions in financial model against benchmarks
- Provide input on construction cost escalation factors for projection period
- Review procurement package cost estimates for reasonableness
- Ensure CAPEX inputs are validated by independent benchmarking
- Document market-based cost escalation assumptions
- Confirm procurement package estimates are within acceptable variance range
Education & Requirements:
- Degree in Civil Engineering, Construction Management, or Quantity Surveying
- Has demonstrated ability to consistently:
- Prepare cost estimates for water/sanitation infrastructure projects
- Benchmark construction costs against completed projects in Central Asia/CIS region
- Work with IFI-funded projects and understand procurement packaging approaches
- Analyze unit rates for WTP, WWTP, pipeline, and pump station construction • Manage cost analysis for infrastructure projects with accuracy and evidence-based approach
- Knowledge of construction markets and unit rates in Uzbekistan • Proficiency in cost estimation software and MS Excel • Understanding of water/sanitation infrastructure construction methods and standard costs • Russian language fluency (spoken and written)
