Job Description

Salary Range:$93,302.04 - $123,625.32

Works under the direction the Land Development and Budget
Administrator to oversee all private development within the City of Memphis and ensure that all developments
integrate appropriately with the City's public infrastructure including sanitary sewer, storm water drainage, and
Right of Way permits. Oversees the review process for the granted 100+ fiber optic cable permits and 5G Small
Cell permits monthly. Ensures City Fiber Optic procedures and policies are adhered to by cable installation
contractors. Responds to public and private complaints regarding individual cable installations. Reviews the
preparation of all Standard Improvement Contracts (SIC) between private developers and the City.
Represents the Citys Engineering division at the monthly Board of Adjustment meetings, Technical Review
Committee, the Land Use Control Board and Memphis City Council meetings. Manages and maintains an
adequate staff of contract workers to meet the demand of private development plan reviews. Reviews and
prepares a project file for all private development applications submitted to Engineering by the Division of
Planning and Development (DPD). Collaborates with the DPD to prepare and submit written review for each
project. Conducts meetings between the Engineering division and private developers and their engineers to
discuss upcoming projects or resolve issues regarding the review of private development plan submittals. Drives
to various locations throughout the City to attend events, community functions, and meetings. Manages, collects
and prepares a monthly metrics report the division performance metric reports. Prepares an annual Engineering
Metrics report for the Office of Performance Management. Manages departmental metrics goals for the
upcoming fiscal year.

TYPICAL PHYSICAL CONDITIONS: Must be able to communicate clearly both verbally and in writing.
Requires ability to operate general office equipment such as a computer and a telephone. Requires the ability to
operate an automobile.


TYPICAL WORKING CONDITIONS: Work is performed primarily in an office environment. Requires
travel between building sites and to various meetings, offices, and other locations. May occasionally be exposed
to dust, noise, heat, sounds, and various weather conditions.

Bachelors degree in Engineering, or a related field and ten (10) years
experience with eight (8) of the ten (10) years in a supervisory capacity; or any combination of experience or
training which enables one to perform the essential job functions. Masters Degree in Engineering preferred.
Must possess and maintain a valid drivers license as a condition of continued employment.
