Job Description

Dedicated surge capacity is critical to ensure a timely, coherent, and effective emergency response in Mali, while enabling continuous adaptation of interventions to rapidly evolving access and security constraints.

The Emergency Specialist will be reporting to the Representative and will work in close collaboration with the Deputy Representative Program and the Chief of Field Operations. S/he will support the ongoing after-action-review of the localization-based access strategy with a prospect of replication and scale-up. This will also involve strengthening coordination of access efforts in concertation with Emergency Focal Points and Chief of Field Offices in house as well as Clusters, Programmes, Operations, and key counterparts (UN agencies, implementing partners, Government), in neighboring countries in similar contexts (Burkina Faso, Niger), Regional Office and Headquarters. The assignment will include strategic partnership building, capacity building of stakeholders in humanitarian access and rapid response mechanism, development of partnerships with local structures (localization), strengthening of internal, independent, community based and digitalized monitoring systems in areas where UNICEF staff cannot physically reach.
