Job Description:

The Oregon State Police in Salem, Oregon is hiring for one (1) Full-Time, Permanent Human Resource Analyst 3 position. This position offers the opportunity for a hybrid work schedule.

Summary of Job Duties:

The Human Resources Section functions as a resource to agency managers and employees in assisting them to operate with the greatest possible flexibility within the framework of personnel laws/rules and labor agreement requirements. This section provides direction and assistance to managers in meeting agency goals by helping them recruit, hire, develop and retain qualified employees. The Human Resource Section is responsible for administering and interpreting the collective bargaining agreements (CBA) and Chief Human Resource Office rules and for overseeing all activities governed by them such as recruitment, selection, training, performance appraisal, grievance resolution, participating in arbitrations and other legal venues, disciplinary actions, contract negotiations and records maintenance, safety and workers' compensation management, Affirmative Action/Equal Employment Opportunity/Americans with Disabilities Act (ADA).

You will provide a full range of human resource services for managers and employees within OSP. You will serve as a business partner to the agency and may be assigned a specific region or programs to support. You will consult and oversee advice related to, but not all inclusive, merit system rules, labor, civil and employment rights laws, labor relations issues/contract interpretation and personnel rules, policies, and procedures. You will conduct investigations, respond to grievances, and prepare disciplinary letters along with correspondence related to grievances. Advice and assistance will include performance management, leave laws, and leave programs, classification and compensation, selection/recruitment and participate in regional/agency meetings whereby you may present on a variety of HR-related subjects. This position will review trends and identify mechanisms to enable the region and agency to be focused on employee engagement, agile-thinking and strategic in process improvement.

Minimum Qualifications:

A bachelor’s degree in Human Resource Management, Organizational Behavior or Development, Business or Public Administration, the Applied Behavioral Sciences, Industrial Relations or a job-related course of study determined by the appointing authority; and three years of Human Resource professional-level experience related to the position;

OR


Valid certification as a Professional in Human Resource awarded by the Human Resource Certification Institute and four years Human Resource professional-level experience related to the position;

OR


Six years Human Resource experience related to the position. Four of the six years must have been at the professional level.


A master's degree in any of the above listed courses of study may substitute for one year of professional-level experience.

The State Certified Human Resources Professional (SCHRP) certification, awarded by the Oregon Chief Human Resources Office, substitutes for six months of human resource professional-level experience.

Valid certification as a SHRM Certified Professional awarded by a nationally recognized organization substitutes for one year of human resource professional-level experience.

Valid certification as a PSHRA-CP from the Public Sector HR Association substitutes for one year of professional-level human resources experience.

Preferred Skills:

  • HR Consultation & Labor Relations – Provide strategic HR consulting and technical support to statewide groups, ensuring precise compliance with policies and union contracts.

  • Conflict Resolution & Communication – Apply critical thinking to navigate difficult workplace conflicts (solution/resolution focused approach) and explain complex ideas clearly to any audience.

  • Inclusive Leadership & Employee Development – Experience and commitment to Diversity, Equity, and Inclusion to participate in professional and personal development opportunities and engage in on going education of cultural awareness.

  • Adaptive Project & Time Management – Exceptional time management and prioritization skills, with a demonstrated ability to adapt quickly to changing priorities and deliver high-quality work under pressure.

  • People Leadership & Talent Development – Experience leading employees through coaching, delegation, mentoring and/or supervision
