Test & Commissioning Manager
About the Role
The Test & Commissioning (T&C) Manager contributes to Hitachi’s obligation to define, manage and carry out the test regime, functional tests, FAT/I-FAT, SAT, commissioning evidence and support to System Integration Testing and Trial Runs. Its specific contribution is to lead test planning, readiness criteria, execution Governance, evidence packaging, commissioning coordination and defect triage.
Key Responsibilities
Define T&C strategy, test stages, commissioning sequence, permits, access needs, resource plans and acceptance criteria.
Coordinate T&C supervisors, engineers, technicians, suppliers, laboratories, installation teams, IVVQ, safety, quality and customer witnesses.
Ensure test procedures, calibrated equipment, approved configurations, prerequisites and risk controls are ready before execution.
Track test progress, defects, retests, deviations, evidence quality and commissioning certificates.
Lead safe energisation, integration testing, SAT/site commissioning and handover to operations/maintenance.
Apply the Hitachi Code of Conduct in role-specific decisions, including ethical escalation, anti-bribery discipline, confidentiality, data protection, fair supplier/customer conduct and transparent records.
Lead test planning, readiness criteria, execution Governance, evidence packaging, commissioning coordination and defect triage.
Owns test strategy, readiness and commissioning Governance within supplier scope.
Can hold back release to test or service if prerequisites are not satisfied.
Key Interfaces
Project Manager, IVVQ Manager, Engineering Manager, Work Package Leaders, HSE Manager and Quality Manager.
T&C Supervisors, T&C Coordinator, T&C Engineers/Technicians, Test Engineer and Laboratories Manager.
Customer test/acceptance representatives, infrastructure owner access teams and suppliers.
Test/readiness reviews.
Defect boards.
Integrated test coordination forums.
Authority & Accountability
Accountable for T&C planning, readiness and safe evidence-based execution.
Authorised to approve test readiness within delegated competence, stop unsafe tests and require defect correction/retest.
Escalates acceptance risks, resource constraints and commissioning blockers to Project Manager.
Mandate
Demonstrate through controlled commissioning that installed systems meet requirements and are ready for acceptance and operation.
Skills & Experience
Senior T&C experience in railway systems, SCADA, telecoms, IT/OT, electrical, station or PLC-based systems.
Strong knowledge of test readiness, permits, witness management, defects and evidence control.
Ability to coordinate multiple systems in constrained railway access windows.
Resilience and resistance to stress during commissioning failures, retest pressure and customer witnessing.
Safety-first and evidence-driven leadership.
More than 7 years in test & commissioning leadership on multi-supplier, safety-critical systems.
