Reports to: Executive Director � Regional Talent

Position Purpose
Manages the day-to-day operations of onboarding, certification, and fingerprinting functions to ensure timely, compliant, and efficient hiring processes. Oversees execution of employee onboarding and clearance procedures, ensuring all hires meet certification and background requirements prior to placement.

Ensures seamless coordination across Talent Management functions and provides high-quality service supporting candidate readiness, compliance, and workforce entry.

 

ESSENTIAL JOB FUNCTIONS

 

Onboarding Operations Management

 

  • Manages onboarding processes to ensure timely completion of pre-employment requirements and readiness for hire.
  • Oversees onboarding workflows including document collection, system entry, and new hire processing.
  • Ensures a consistent and positive onboarding experience aligned with district expectations.
  • Monitors onboarding timelines and identifies process bottlenecks or delays.
  • Coordinates with recruitment and hiring teams to ensure smooth candidate transitions to employment.

 

Recruitment & Applicant Screening

 

  • Evaluates applicant eligibility based on certification, experience, and district hiring standards.
  • Refers qualified candidates to hiring managers and supports interview and selection processes.
  • Partners with campus leadership to support recruitment strategies and candidate selection processes.
  • Supports efforts to address hard-to-fill positions and staffing shortages.
  • Ensures consistency in hiring practices and candidate experience across campuses.

 

Certification & Compliance Management

 

  • Oversees verification of employee certification and credential requirements in accordance with state and district standards.
  • Ensures all employees meet certification requirements prior to placement.
  • Monitors certification status, expiration timelines, and compliance risks.
  • Provides guidance to staff and stakeholders regarding certification requirements and processes.
  • Maintains accurate documentation and audit-ready records related to certifications. 

 

Fingerprinting & Background Clearance

 

  • Manages fingerprinting processes to ensure timely completion of background checks for all hires.
  • Ensures compliance with fingerprinting and background clearance requirements prior to employment.
  • Tracks clearance status and escalates delays or issues impacting hiring timelines.
  • Coordinates with vendors and internal partners to support efficient fingerprinting services.
  • Ensures accuracy, confidentiality, and proper handling of sensitive background information.

 

Process Coordination & Service Delivery

 

  • Coordinates onboarding, certification, and fingerprinting processes to ensure seamless end-to-end hiring workflows.
  • Establishes and maintains standard operating procedures across all functional areas.
  • Ensures consistent service delivery and responsive support to campuses and departments.
  • Resolves escalations related to onboarding, certification, and clearance issues.

 

Performance Monitoring & Continuous Improvement

 

  • Tracks and monitors key performance indicators including onboarding timelines, certification compliance rates, and fingerprinting clearance completion.
  • Analyzes data to identify trends, gaps, and improvement opportunities.
  • Implements process improvements to increase efficiency, accuracy, and service quality.
  • Prepares reports and provides recommendations to leadership.

 

Policy, Compliance & Governance

 

  • Ensures compliance with federal, state, and local employment laws, certification standards, and background check requirements.
  • Supports district policies and ensures consistent application across all processes.
  • Supports audit readiness, documentation, and reporting requirements.
  • Maintains strict confidentiality and data security practices.

 

Collaboration & Stakeholder Engagement 

 

  • Collaborates with recruitment, staffing, and regional talent teams to support hiring operations.
  • Partners with campuses and departments to ensure timely onboarding and compliance completion.
  • Serves as a resource for stakeholders regarding onboarding, certification, and fingerprinting processes.
  • Coordinates with internal departments and external vendors as needed.

 

Supervisory Responsibilities

 

  • Supervises onboarding staff.
  • Provides training, coaching, and performance management.
  • Establishes priorities and monitors staff productivity and service levels.
  • Supports staff development and ensures team accountability.

Budget & Resource Support

 

  • Assists in monitoring onboarding staffing expenditures and resource allocation.
  • Supports cost-effective strategies for workforce deployment and vendor usage. 

 

Safety

 

  • Performs preventive maintenance on tools and equipment and ensures equipment is in safe operating condition.
  • Follows established safety procedures and techniques to perform job duties including lifting and climbing; operates tools and equipment according to established safety procedures.
  • Corrects unsafe conditions in the work area and promptly reports any conditions that are not immediately correctable to the supervisor.

Travel Requirements

 

  • Travels to school district buildings and professional meetings as required.

 

Physical & Mental Demands, Work Hazards

 

  • Tools/Equipment Used:  Standard office equipment, including computer and peripherals.
  • Posture:  Prolonged sitting and standing; occasional stooping, squatting, kneeling, bending, pushing/pulling, and twisting.
  • Motion:  Frequent repetitive hand motions, including keyboarding and use of mouse; occasional reaching.
  • Lifting:  Occasional light lifting and carrying (less than 15 pounds).
  • Environment:  Works in an office; occasionally requires irregular and/or prolonged hours.
  • Attendance:  Regular and punctual attendance at the worksite is required for this position.
  • Mental Demands:  Maintains emotional control under stress; works with frequent interruptions.

 

Minimum Required Qualifications

  • Education:
    • Bachelor's degree in a related field from an accredited college or university preferred.
  • Certification/License:
    • Human Resources related certification (SHRM, PHR, etc.) preferred.
  • Experience:
    • 7 years of experience in staffing operations, HR, or Talent Management required.
    • 5 years of professional-level support for leadership, and supervisory or team lead experience preferred:
      • Onboarding, certification, compliance, or employee processing.
      • Staffing coordination or workforce planning.
      • Vendor or partner coordination.
      • Public education or large organization environment.
