Business Overview
The Technology Management Division (TMD) provides Corporate IT, and Cyber Security & Privacy Governance to Rakuten Group companies and essential business management for technology organizations, thereby enabling innovation and strengthening the technology foundation. Within TMD, the Technology Management Services Supervisory Department (TMSSD) plays a vital role in CIO Governance, IT financial management, IT procurement, Quality Management System (QMS), technology-related public relations, and human resources strategy. By promoting efficiency, quality, risk management, and organizational strength, we ensure that Tech Divisions remain agile and at the forefront of technological advancement.
Department Overview
The IT Strategy Department (ITSD) is responsible for formulating and executing Rakuten Group's overarching IT strategy.
ITSD's core mission is to ensure the delivery of high-quality IT services, optimize customer satisfaction, and effectively manage strategically important initiatives.
The department is structured into four key units: the CIO Office, IT governance, Quality Management, and Tech PR ITSD's responsibilities encompass the oversight of group-wide and tech community wide initiatives.

The Quality Management Section is a newly established organization under the CIO, dedicated to ensuring excellence through quality. To support our mission, we are seeking a Tech Architect (ISO 9001) to enhance our internal structures, processes, and deliverables. This role will play a key part in driving continuous improvement by establishing the Incident Command Centre, ensuring high-quality incident data, and reinforcing operational discipline across teams. We aim to elevate incident management maturity through data-driven insights, standardized processes, and improved cross-functional coordination.
Position Details
This role translates complex business requirements into robust architectural solutions. You will lead the optimization of our software delivery ecosystem, responsible for designing the processes and standards that drive engineering productivity. Bridging architectural strategy with operational execution, you will leverage expertise in CI/CD, systems analysis, and software lifecycles to define technical standards and lead the organization toward a high-performing environment. You will also define and visualize KPIs to measure delivery health, providing stakeholders with data-driven insights.
Key Responsibilities
- Lead the design, optimization, and standardization of the software delivery ecosystem
- Translate technical requirements and gap analysis into actionable architectural strategies
- Define, track, and visualize technical KPIs via dashboards to measure delivery health
- Establish technical standards and drive adoption across the organization
- Communicate complex architectural strategies and analytical findings to executive leadership and engineering teams
Work Environment
- Work directly under the CIO in a newly established, high-impact organization focused on group-wide technical quality and productivity
- Collaborate with diverse teams across the company to formulate and implement technology strategy in a large-scale enterprise environment
Mandatory Qualifications:
- Bachelor’s degree in computer science, Information Technology, Engineering, or an equivalent technical discipline
- More than 5 years of experience in software development, application architecture, or complex systems engineering
- More than 5 years of experience in technical project management, leading multiple cross-functional technical initiatives in parallel
- Proven ability to design and enforce development standards, architectural best practices, and infrastructure requirements
- Deep technical expertise in CI/CD pipeline architecture and automation (e.g., TeamCity, Octopus, Jenkins, GitHub Actions)
- Strong analytical background in performing in-depth gap analysis of software architectures, IT processes, and technology stacks
- Expertise in defining, tracking, and visualizing technical KPIs (e.g., Domo) through intuitive dashboards to provide actionable insights
- Exceptional communication skills, with the ability to translate complex technical architecture and analytical findings for both executive leadership and engineering teams
- Proficiency in creating detailed technical documentation, architectural roadmaps, and high-impact presentations
- Proven history of leading technical teams and driving adoption of new technologies or methodologies across an organization
Desired Qualifications:
- Prior experience with compliance frameworks and their integration into technical stacks (e.g., ISO 9001, ITILv4)
- Experience in designing technical Knowledge Management Systems or standardized internal guidance for engineering teams
- Proficiency in using BI tools (e.g., Tableau, Power BI, Domo) to track technical KPIs, system performance, and delivery metrics
- Experience consulting technical solutions, best practices, and organizational technology strategy
- Proven ability to consolidate and track large-scale technical projects while managing expectations across multiple stakeholder groups
- Demonstrated "architect" mindset - passionate about hands-on technology, automating manual processes, and challenging the status quo to improve system reliability
- Familiarity with Agile/DevOps methodologies and their application in large-scale enterprise environments
