There has never been a more exciting time to join our Civil and Structural Engineering team at Torbay Council. 

Our engineer's are highly skilled and experienced in the design, supervision and management of civil and structural engineering projects, ranging from flood alleviation, highway and coastal engineering schemes, to major building contracts. 

The team comprises Chartered Civil and Structural Engineers, Urban Design and Infrastructure Engineers, Technician Engineers and a dedicated team of support staff - who offer Engineering consultancy services across all key sectors of the construction industry.  

We are involved in a significant range of live projects working for both public and private sector clients.  Additionally, we provide engineering services to fulfil the Council’s statutory obligations as a Unitary Authority.  

We are seeking a highly experienced, forward thinking individual to manage the service and lead by example.

Key Responsibilities:
  • Play an active role in the delivery of the Council's regeneration programme, which is central to the Torbay Story and to the Council's economic growth strategy. 
  • Manage a proactive professional team who possess detailed knowledge of the condition and composition of Torbay's buildings, bridges, drainage infrastructure, retaining structures and cliffs and coastal assets - ensuring a safe environment is maintained.
  • Responding to Engineering safety matters, Member enquiries and the concerns of Torbay’s residents quickly, professionally and proportionately. 
  • Providing practical and informative technical advice to Planners, Regeneration Partners, Torbay Harbour Authority, Housing, Estates and delivery teams at the early stages of project development.
  • Providing high-quality, economic, low carbon and sustainable Civil and Structural Engineering consultancy services across a diverse range of projects to support Torbay Council’s Capital Programme.
  • Ensure a focused, value for money approach to the planning, design and delivery of priority projects, to maximise the benefits of our internal resources.
The role will see you mentor and support the development of other engineers and technicians, working towards attainment of professional status through the teams Career Grade Progression Scheme.

Skills

Essential:
  • Ability to effectively manage, motivate and lead multi-faceted teams to deliver numerous, often large, complex projects concurrently. 
  • Ability to work flexibly whilst quickly getting to grips with new areas and to encourage others to do so. 
  • Ability to work to tight deadlines ensuring projects are delivered to specification on time and within budget. 
  • Demonstrable experience of both private and public sector schemes. 
  • Forward thinker who is able to identify the potential risks associated with a project and recommend/initiate solutions. 
This role requires the ability to fulfil all spoken aspects of the role with confidence and fluency in English.


Knowledge

Essential:
  • Expert knowledge and understanding of civil and structural engineering. 
  • Competent in the management and development of staff. 
  • Specialist knowledge and understanding of relevant legislation, statutory obligations and design standards relating to the service area. 
  • Competent in financial monitoring and budgetary control. 
  • Knowledge of procurement and understand the procurement process using standard forms of contract. 


Experience & Qualifications

Essential:
  • Line management of professional and technical staff. 
  • Managing successful delivery of multiple and complex projects. 
  • Experience of working with external organisations and other interest groups. 
  • Chartered Engineer status or equivalent. 
  • Membership of relevant professional association - Member of the Institution of Civil Engineers, the Institution of Structural Engineers or the Institution of Highways and Transportation. 
  •  Educated to Degree level or equivalent.
