Job Description

Program Background

DT Global has been engaged by the Australian Department of Foreign Affairs and Trade (DFAT) to manage the next phase of Australia’s investment in strengthening the delivery of law and justice services in Papua New Guinea for a 4-year period to 31 December 2027. APLJ seeks to contribute to PNG’s law and justice sector capacity to provide inclusive, safe, secure and accountable law and justice foundations for peaceful and prosperous communities, equitable economic development and private sector growth. 

The program aligns with the Government of Papua New Guinea’s (GoPNG) law and justice sector goal of ‘building peaceful and prosperous communities together’. APLJ will focus on three End of Program Outcomes (EOPOs): 

EOPO 1 – Community Safety and Access to Justice at the Local Level: Communities in target locations, especially women, children, persons with disabilities, vulnerable people and those accused of sorcery, have improved access to selected justice and support services. 

EOPO 2 – Law and Justice Services Supply: Responsible law and justice sector agencies increasingly provide selected inclusive, responsive, and accountable essential law and justice services in target locations. 

EOPO 3 – Leadership, Coordination and Accountability: Responsible law and justice mechanisms demonstrate improved sectoral leadership and coordination of national and subnational law and justice services and improved sector integrity systems.

APLJ has a strong focus on addressing gender equality, disability equity and social inclusion (GEDSI): this includes continued and strengthened attention to Gender Based Violence1 (GBV) and strengthened opportunities for women in leadership, as well as increased focus on the engagement of persons with a disability and other particularly marginalised populations. 

The program will continue Australia’s support to law and justice development in demonstration provinces across Papua New Guinea, including the Autonomous Region of Bougainville (ARoB).

The Role

The Procurement Manager is responsible for leading and managing the end-to-end procurement function for APLJ, with particular focus on APLJ's infrastructure portfolio, ensuring the delivery of efficient, transparent, and value-for-money procurement outcomes that support program objectives and comply with Australian Government procurement requirements, DFAT policies, DT Global processes and APLJ procedures.

Reporting to the Director of Operations, the Procurement Manager will work closely with the Infrastructure Team, to provide strategic procurement advice, oversee complex procurement activities, and ensure the timely acquisition of goods, services, and works required to support APLJ’s infrastructure investments. The role will drive best-practice procurement, contract management, and supplier performance monitoring while maintaining robust governance, accountability, and risk management frameworks.

The Procurement Manager will collaborate closely with APLJ's Senior Management Team and the Infrastructure Team to identify and mitigate procurement and contractual risks, strengthen procurement planning, and ensure the effective delivery and management of contracts on behalf of the Australian High Commission / DFAT. Through proactive market engagement and sound commercial management, the role will contribute to achieving sustainable, compliant, and high-quality infrastructure outcomes.

About You

The preferred candidate will have the following:

· Minimum 8 years' practical experience in procurement or contract management roles, including responsibility for complex and high-value procurements, ideally in developing country context, i.e. in the Pacific, preferably PNG.

· Experience delivering procurement activities for infrastructure/construction projects in remote, regional, or developing-country environments, that are funded by DFAT, multilateral development banks, or other international donors.

· Demonstrated experience managing end-to-end procurement processes for infrastructure, construction, engineering, professional services, or major capital works projects.

· Proven experience developing procurement strategies, tender documentation, evaluation reports, procurement recommendations, and commercial contracts.

· Strong knowledge and practical application of procurement governance, probity, value-for-money principles, and competitive procurement processes.

· Demonstrated knowledge of the Australian Commonwealth Procurement Rules (CPRs) and/or other public sector or donor-funded procurement frameworks.

· Experience working within donor-funded, government, international development, or similarly regulated operating environments.

· Strong understanding of procurement risk management, supplier due diligence, contract compliance, and audit requirements.

· Demonstrated ability to provide strategic procurement advice and build effective working relationships with senior stakeholders, technical teams, contractors, and suppliers.

· Demonstrated experience managing highly efficient teams.
