Job Description

The Data Analysis Section Leader supports the District’s core missions of Water Supply and Flood Control Planning by providing day-to-day leadership, coordination, and technical guidance for a section responsible for advanced data analysis and planning scenario formulation. Reporting to the Section Administrator within the Flood Control and Water Supply Planning Bureau, this role leads staff in advancing  all data review, analysis and processing needs for Water Supply and Flood Control Planning initiatives, including future-conditions and scenario evaluations such as population projections, water use demands, land use development, surface, sea, and groundwater levels, rainfall and flooding patterns and relevant  water quality data used to support Water Supply and Flood Resiliency plans, groundwater and flood risk management modeling, hydrogeology,  Minimum Flows and Levels (MFL) evaluations and other tasks as identified.

This role is also responsible for leading the RECOVER water supply/flood protection task team in the development and implementation of performance measures to support evaluation of water supply and flood control measures and interim targets. This role also supports and oversees data analysis tasks pertaining to the Water and Climate Metrics. 

The Section Leader coordinates multidisciplinary planning efforts involving data download, storage, interpretation, scenario development, vulnerability identification, evaluation of planning alternatives, and preparation of technical reports. This work is performed utilizing coding and automation and advanced data analysis based on Hydraulic and Hydrologic principles.  Work is carried out in close collaboration with local governments, water utilities, 298 districts, tribal and state agencies, federal partners, and regional stakeholders. The position ensures that planning activities are consistent with statutory requirements, District policies, and established technical guidance.

The Section Leader provides direct technical leadership for data analysis initiatives supporting regional planning, resiliency assessments, modeling support, and performance measure development across Bureau programs.

This position serves as a first-line supervisory and technical lead role within the Bureau and supports implementation of Bureau-wide planning priorities under the direction of the Section Administrator. 

This position can be filled at a lower level (Scientist 3 to Scientist Leader) within the Data Analysis Unit.

Key Areas of Responsibility:

1. Section-Level Leadership of Data Analysis
•    Lead and coordinate daily data analysis and technical support activities within the section to support regional water supply planning, flood control planning, resiliency, and policy and planning initiatives.
•    Ensure planning products are technically sound, well-documented, and aligned with District guidance, management direction, and statutory and regulatory requirements.
•    Support integrated planning processes that incorporate hydrologic, hydraulic, climate, land-use, and socioeconomic considerations, consistent with District planning standards.
•    Ensure resiliency concepts and future-conditions considerations are incorporated into planning activities and technical evaluations.
•    Assist with prioritization, scheduling, and coordination of section assignments, technical reviews, and deliverables.

2. Oversight of Planning Analyses and Technical Documentation
•    Ensure planning analyses utilize appropriate data inputs, District guidance, and technical resources supplied by modeling, hydrology, and data teams elsewhere in the organization.
•    Support development of conceptual planning analyses and summaries for inclusion in modeling and regional planning documents, technical reports, and outreach materials.
•    Lead the RECOVER water supply/flood protection task team, in coordination with the RECOVER Program Manager, in the development and implementation of performance measures to support evaluation of water supply and flood control measures and interim targets tied to Ecosystem Restoration Projects.
•    Oversee development, management, automation, quality assurance/quality control (QA/QC), and documentation of datasets, analytical tools, and technical workflows supporting Bureau planning initiatives.
•    Support data integration and scenario evaluation efforts associated with hydrologic, hydraulic, groundwater, resiliency, and climate-related analyses.

3. Collaboration, Intergovernmental Coordination, and Stakeholder Engagement
•    Support coordination with local governments, regional partners, and state, federal, and tribal agencies to support planning consistency and collaborative development of regional planning scenarios.
•    Coordinate with RECOVER Program Manager and USACE in supporting ecosystem restoration analyses tied to water supply and flood control.
•    Represent the section in internal meetings, stakeholder discussions, workshops, and public forums as appropriate.
•    Support preparation of presentations, technical memoranda, briefing materials, and summaries for management, partner agencies, and stakeholder engagement activities.

4. Staff Coordination, Mentoring, and Workflow Management
•    Provide day-to-day technical direction, coordination, and mentoring to section staff, supporting a high-performing planning team.
•    Assist the Section Administrator with workload distribution, schedule management, team coordination, and quality assurance for deliverables.
•    Foster collaborative communication and effective coordination across planning teams and with other District units.
•    Assist in onboarding, training, and professional development activities for assigned staff.

5. Program Support 
•    Support implementation of District planning priorities related to water supply, flood control, and resiliency.
•    Assist with process improvements, planning documentation standards, and workflow efficiencies within the section.
•    Support development and implementation of standardized analytical procedures, data management practices, and reporting tools to improve consistency and operational efficiency.

Employment Guidelines: 
 Bachelor’s degree in engineering, environmental science, planning, water resources, or a related field; graduate degree preferred.   8+ years of progressively responsible experience in water resources planning, environmental planning, hydrology, or related fields, including planning and analytical responsibilities.
•    Demonstrated understanding of South Florida water supply, flood control, resiliency, and regional water resources planning issues.
•    Experience with vulnerability assessments, future-conditions planning, and integrated water resources evaluations.
•    Experience providing team coordination or mentoring strongly preferred.

License(s) / Certification(s): 
•    Valid Florida Driver’s License.
•    Preferred: Professional Engineer (PE), Professional Geologist (PG), AICP Planner, Certified Floodplain Manager         (CFM), PMP, or other relevant certifications. 

Physical Requirements/ Working Environment:
Due to the District's response role and in the total scope of emergency management, this position may at times, be required to provide support before, during, and after major storm events and emergency situations, such as hurricanes or other declared emergencies, depending on assigned emergency response role.
