
Consultant for Regional Study on Informal Employment of Migrants in the Middle East & North Africa
Job Description
This consultancy, led by IOM’s Regional Data Hub for MENA, aims to address major evidence gaps around informal migrant employment by analyzing its scale, risks, and policy implications using established ILO/ERF methodologies and comparative country assessments. The study will examine data systems, protection challenges, and access to labour markets—considering skills, education, gender, and recognition of prior learning—while producing a multi-country analytical report and actionable policy recommendations. Delivered in three phases (inception, draft report, and final report with policy brief), the assignment emphasizes rigorous, evidence-based analysis, stakeholder engagement, and timely outputs to strengthen labour governance, improve data collection, and support more coherent, protection-oriented migration and employment policies across the region.
