Reporting directly to the Chief of Party, in this role, you will oversee budgeting, financial planning, cash management, procurement, and compliance, ensuring HFHI projects in Ukraine run efficiently and meet donor requirements.
This position is to be based in Kyiv, Ukraine and requires 10% of travel within Ukraine.
The actual salary offered for this role will be based on a variety of factors, including internal equity and the candidate’s qualifications and professional experience. HFHI offers a competitive, comprehensive benefits package. The monthly gross pay starts at 73 650 UAH / month (based on previous experience + benefits).

WHAT WOULD BE YOUR RESPONSIBILITIES?
Main Duties and Responsibilities:
1. Budgeting and cashflow management (30%)
- In cooperation with the program team and Area Office (AO) finance, prepare a multi-year financial plan and budget for the Ukraine program
- Develop a realistic detailed annual budget with donor allocations in cooperation with the Chief of Party and program team
- Monitor income and expenditures against budget, address variances, and prepare re-forecasts
- Prepare monthly cashflow forecasts and disbursement requests to the AO, ensuring sufficient funds availability at the local bank
- Ensure compliance with local financial regulations, tax laws, and donor-specific legal requirements when preparing financial plans and budgets.
- Consultation with local payroll company and tax consultants to ensure compliance with Ukrainian legislation
- Collect, review and verify invoices and other relevant support documentation from suppliers/contractors.
- Prepare payment requests, obtain relevant approvals and submit the full package for timely processing to the AO that fully complies with labour laws and tax regulations in Ukraine.
- Monitor staff attendance records, including timesheets, and prepare related data for the contracted payroll provider to enable payroll computation.
- In line with local legislation and HFHI travel policy, develop a process to provide travel entitlements to local staff.
- Review travel claims, check supporting documentation, obtain approvals and submit to the AO for processing.
- Ensure weekly scanning of all finance files is conducted, and information is shared with HFHI
- Prepare budgets for concept papers and fundraising proposals in cooperation with implementing partners, the program team, Foundations, Organisations, and Institutions (FOI) and Resource Development (RD) team.
- Review Grant agreements to understand donor requirements, maintain up-to-date knowledge of donor rules and regulations and ensure compliance
- Track expenditure of all grants and projects and draft timely financial reports for donors in the agreed donor format.
- Ensure that all grant documentation is maintained according to donor standards and donor regulations
- Closely cooperate and support the Grants Compliance & Donor Reporting (GCDR) team on selected grants within their competence
- Prepare standard and ad-hoc financial reports for senior management and other stakeholders
- Regularly analyze financial data; track key indicators and timelines
- Ensure all required statutory reports are filed with respective authorities, on time and accurately
- Conduct internal reviews and audits to maintain compliant, accessible financial documentation
- Collaborate with auditors during external and internal audits
- Support internal and external project/organizational audits and reviews
- Review audit reports, propose actions to resolve findings and ensure timely implementation of all audit recommendations
- Coordinate translation of invoices and other finance backup documentation from Ukrainian language to English
- Provide on-going advice on financial issues to staff ensuring compliance with HFHI financial policies and procedures
- Manage the rollout of new HFHI global ERP solution (WorkDay) in the Ukraine entity
- Coordinate selection, collection of approvals from Nadacia and implementation of financial accounting software for Ukraine.
Qualifications:
- Bachelor’s degree in Finance, Accounting, Business Administration, or a related field (Master’s degree or relevant professional qualification such as CPA or ACCA is preferred).
- At least 5 years of experience in financial management, operations, and compliance.
- Professional fluency in Ukrainian and working proficiency in English.
- Strong proficiency in financial management software and systems.
- Strong analytical and problem-solving skills with the ability to handle complex financial data.
- Solid knowledge and proven experience of procurement and logistics processes, including tendering and vendor management.
- Strong communication and interpersonal skills, with a proven ability to build and maintain relationships with donors, partners, and local authorities

- Experience working with NGOs
- Experience managing donor-funded projects is highly desirable
- Strong organizational skills, attention to detail, and the ability to manage multiple tasks under tight deadlines
