Job Description

Title: Administrator for Educational Strategy, Leadership Development, and Innovation 

 

Salary range: $160,555 - $168,587

 

REPORTS TO:  Superintendent of Schools or designee

SUMMARY DESCRIPTION OF CLASSIFICATION:  The Administrator for Educational Strategy, Leadership Development, and Innovation is an integral member of the Executive Leadership Team and provides executive-level assistance to the Superintendent of Schools. The position provides districtwide leadership for academic strategy, research, data-informed systems, professional learning, educator evaluation, leadership development, school improvement, and strategic initiatives aligned to the EHPS vision, goals, and instructional priorities; works closely with the Superintendent and Executive Leadership Team; helps align district systems, identify operational efficiencies, support instructional improvement, strengthen organizational coherence, and advance data-informed decision-making in support of student achievement and organizational excellence; provides leadership, supervision, and evaluation of assigned staff; coordinates professional development systems; supports educator evaluation processes; manages assigned projects, reporting systems, instructional research, and assessment coordination; and collaborates across departments, schools, government, community, business, and higher education partners; under the direction of the Superintendent or designee leads the strategic monitoring, analysis, and reporting of systemwide data and ensures effective, timely communication through innovative and varied approaches that advance the East Hartford Public Schools strategic planning framework.

 

KNOWLEDGE, SKILLS, AND ABILITIES: Thorough knowledge of EHPS programs, strategic initiatives, procedures and practices, policies and regulations, and budget processes; ability to manage and deliver large-scale projects, respond to the diverse needs of stakeholders, and collect, analyze, and prepare data, reports, and other materials to support the Superintendent's Office; demonstrated expertise in educational assessment and accountability, school improvement planning, program evaluation, data analysis and reporting, large-scale educational data systems, educator evaluation systems, strategic planning, organizational leadership, curriculum, instruction, and effective teaching practices; strong analytical, organizational, conceptual, communication, interpersonal, and project management skills, with the ability to manage multiple complex initiatives, meet deadlines, maintain attention to detail, and work effectively with all levels of the organization; demonstrated ability to provide a high level of service and responsiveness to internal stakeholders and contribute to districtwide planning and continuous improvement efforts; success in coalition and relationship building across diverse stakeholder groups; ability to maintain confidentiality and exercise sound professional judgment when handling sensitive data, plans, analyses, and personnel matters; proficiency with Microsoft Office Suite, Microsoft SharePoint, Google applications, instructional technology tools, reporting platforms, content management systems, and social media platforms; commitment to collaboration, innovation, equity, accountability, professional growth, and continuous organizational improvement.

 

EDUCATION, TRAINING, AND EXPERIENCE: Master's degree from an accredited college or university in Educational Administration, Curriculum and Instruction, Educational Leadership, or a related field; minimum of three years of teaching experience; minimum of ten years of progressively responsible experience in education or a related field, including at least five years of successful leadership experience within a school district or educational organization; previous school-based and central office administrative experience required; secondary administrative experience preferred but not required; demonstrated success with administrative and supervisory responsibilities, professional development coordination or presentation, and leadership of complex educational initiatives; thorough knowledge of the principles and methodology of effective teaching; ability to deliver articulate oral presentations and written reports; ability to establish and maintain effective working relationships with all stakeholders and serve as a contributing member of a high-performing team; such alternatives to the above qualifications as the Superintendent may find appropriate and acceptable.

 

CERTIFICATE AND LICENSE REQUIREMENTS: Connecticut State Department of Education Administrator certification as an Intermediate Administrator/Supervisor, 092, or immediate eligibility to obtain.

 

EXAMPLES OF PERFORMANCE DUTIES AND KEY RESPONSIBILITIES:
Leadership, Supervision, and Evaluation
    Provide executive-level leadership for districtwide academic strategy, professional learning, research, data-informed systems, and strategic initiatives aligned to the EHPS vision, goals, and instructional priorities. 
    Supervise, support, and evaluate assigned staff in accordance with district expectations, collective bargaining agreements, and applicable East Hartford Public School policies. 
    Provide clear direction, coaching, feedback, and accountability to assigned staff to ensure alignment with district priorities, role expectations, and measurable outcomes. 
    Support the development of leadership capacity across assigned staff and district teams through ongoing communication, professional learning, and performance-based feedback. 
    Serve as a member of the Executive Leadership Team and contribute to districtwide decision-making, strategic planning, and implementation monitoring. 
    Prepare reports, presentations, recommendations, and analyses to support the Superintendent, Executive Leadership Team, Board of Education, and district initiatives. 


Professional Development and Educator Evaluation
    Plan, coordinate, and support districtwide professional development, including new teacher orientation, new teacher induction, summer leadership meetings, administrator training, and professional learning for certified and non-certified staff. 
    Assist administrators and supervisors in planning, coordinating, and implementing department-based, school-based, and districtwide professional development that is meaningful, coherent, actionable, and aligned to district priorities. 
    Serve as the district lead for the continuous review, revision, and implementation of certified staff evaluation plans. 
    Act as the administrative lead for the Professional Development and Evaluation Committee, as assigned. 
    Coordinate and provide ongoing training, orientation, and technical assistance for administrators to support successful implementation of the educator evaluation plan. 
    Serve as District Team Facilitator 
    Serve as a secondary evaluator as needed and/or requested by district administrators. 
    Plan and oversee teacher leadership development opportunities, including structures that support teachers seeking leadership roles in a non-administrative capacity. 


Academic Research, Data Strategy, and Accountability
    Coordinate and support the development and maintenance of data tools, reporting systems, platforms, and professional learning opportunities that inform instruction and enhance student outcomes. 
    Collaborate across departments to facilitate access to high-quality data and reporting structures that support decision-making and the district's strategic planning framework. 
    Understand key performance indicators that drive the EHPS system of measurement, reporting, and analytics across departments and how these metrics align with district goals and objectives. 
    Compile, interpret, and communicate data to determine program needs, inform instruction, and support principals in the effective implementation of school improvement plans. 
    Research emerging trends, innovative practices, instructional strategies, and data analysis approaches to support continuous improvement efforts. 
    Identify and recommend structures and initiatives, in collaboration with executive leadership, that encourage, support, and assess innovative practices in the use of data. 
    Partner with school and district leaders to design, implement, and monitor comprehensive assessment and accountability systems and protocols across PreK�12 and Adult Education. .


Strategic Initiatives and School Improvement
    Support and project-manage districtwide strategic initiatives aligned to the EHPS vision, goals, and instructional priorities. 
    Align organizational efforts and identify efficiencies within the offices and departments that support teaching, learning, professional development, and the EHPS strategic planning framework. 
    Analyze organizational processes and recommend efficiencies to strengthen district performance, coherence, and overall effectiveness. 
    Gather research on assigned projects, prioritize work, plan implementation steps, and manage project progress. 
    Support principals and district leaders with data-informed planning, implementation monitoring, and continuous improvement cycles connected to school and district goals. 
    Utilize an equity-centered lens to support programming and instructional practices that meet the diverse needs of all learners. 

Curriculum, Instruction, Assessment, and Program Support
    Support curriculum development, instructional programming, assessment systems, and resource alignment across PreK�12 and Adult Education. 
    Support the development of PreK�12 and Adult Education courses of study, including instructional resources and materials adoption. 
    Research, study, evaluate, and recommend instructional materials, methods, programs, and resources for adoption. 
    Collaborate with administrators to design and implement comprehensive assessment systems across all subject areas to assess student learning. 
    Assist administrators in organizing the articulation of the instructional program across grade levels, content areas, and departments. 
    Maintain current knowledge of educational trends, innovations, accountability systems, legislation, and instructional best practices. 
 

Operational, Financial, and Collaborative Leadership
    Assist with the monitoring and implementation of instructional grants and related budget oversight. 
    Prepare and administer budgets connected to assigned program responsibilities, including collaboration on grant applications and fiscal oversight for instructional grants. 
    Assist in identifying specific resources to meet school and district needs. 
    Support the strategic application of resources, vendor agreements, and scopes of work connected to assigned functions. 
    Partner with the Office of Human Resources in staff recruitment events and support the selection and placement of student teachers, interns, and related talent development initiatives, as assigned. 
    Represent the district at state meetings, committees, and professional networks, as appropriate. 
    Perform other tasks and responsibilities as delegated and/or assigned by the Superintendent or designee. 
    Assists the Superintendent in formulating a philosophy and objectives for the instructional programs of the district;
    Leads the coordination of enacting the strategic plan and district priorities, accelerating academic achievement, and supports the execution of the daily operations of all functions in the district as needed

PHYSICAL DEMANDS: (Special requirements such as lifting heavy objects and frequent climbing.) As required by the duties and responsibilities of the job.

 

SPECIAL REQUIREMENTS:  Ability to work flexible hours, including some evening and weekend work 12 months of the year

 

EVALUATION: Performance of this position will be evaluated annually by the Superintendent

 

OVERTIME ELIGIBLE: No

 

Terms of Employment
    Twelve-month position. 
    Salary and work year in accordance with the EHEASU Agreement (A3). 
    Comprehensive benefits package available. 
    Reports to the Superintendent or designee. 
    Performance will be evaluated in accordance with provisions of the East Hartford Public Schools policy for certified administrators and applicable Board of Education policies.
