Position Overview
JMark Services, Inc. is seeking a highly experienced HUMINT Policy Staff Officer III to support the Office of the Under Secretary of War for Intelligence and Security, Sensitive Activities & Special Programs (SASP). This position provides direct policy, oversight, and operational support for Department of War HUMINT activities and requires a seasoned intelligence professional with extensive operational and policy expertise.
The ideal candidate is a strategic thinker with deep experience in HUMINT operations, policy development, oversight activities, and senior-level staff coordination within the Intelligence Community (IC) and Department of War environments.

Key Responsibilities
- Liaise with Defense HUMINT Executors (DHEs) and Department of War Components conducting Human Intelligence Collection and Military Source Operations.
- Collect, analyze, and prepare reports, briefings, compliance assessments, and operational recommendations.
- Support the planning and execution of Staff Assistance Visits (SAVs), including schedule coordination, preparation of read-ahead materials and checklists, and confirmation of all SAV requirements with DHEs.
- Prepare executive-level briefings, talking points, decision papers, and recommended positions with minimal oversight and limited revisions required.
- Develop staff packages for Department of War leadership responses to Congress regarding HUMINT-related Questionable Intelligence Activities and Significant/Highly Sensitive Matters.
- Provide recommendations and staff support for updates to Department-level HUMINT policies, the Senior Defense Officer/Defense Attaché (SDO/DATT) program, and interrogation activities.
- Assist leadership with policy analysis, oversight reviews, operational assessments, and strategic HUMINT initiatives.
- Ensure compliance with applicable Department of War directives, intelligence oversight requirements, and operational guidance.
Required Qualifications
- Must be a U.S. Citizen.
- Must possess an active TS/SCI clearance.
- Bachelor’s Degree required.
- Minimum of 10 years of experience in policy development or policy analysis within the Department of War. Relevant experience may include operational planning, operational risk, assessments, or requirements development.
- Minimum of 10 years of experience within the Intelligence Community (IC).
- Minimum of 3 years of experience supporting policy development for Department of War HUMINT operations.
- Minimum of 7 years of experience as a HUMINT operative, including at least:
- 1 year of overseas operational deployment
- 5 years serving as a HUMINT manager
- Minimum of 3 years of experience conducting oversight activities, operational reviews, or reporting related to Department of War HUMINT operations.
- National-level certification as a HUMINT Officer required.
