JOB TITLE: Quality Assurance Monitoring Program Specialist (Child Care Food Program/CCFP)
LOCATION: ORLANDO, FL
 
GENERAL DESCRIPTION:
Acts as an internal audit reviewer to ensure data and program quality. Review monitoring files and electronic information gathered by other CCFP staff, comparing this data against USDA and DOH regulatory, contractual, and data requirements. Prepares accurate, objective, and detailed reports in a timely manner.
 
ESSENTIAL JOB FUNCTIONS:
  • Reviews the accuracy, completeness, and appropriateness of monitoring file documentation according to USDA and DOH regulations and defined program parameters.
  • Prepares and submits the monthly reports for the Child Care Food Program (CCFP), including visits per monitor and department, Corrective Action Plans (CAPs), the status of new sites, the number of claims processed, etc.
  • Prepares the CCFP Annual Report for all three programs (centers, homes, HS/EHS) for presentation to the Provider Reimbursement Director.
  • Ensures that the calculation of reimbursements and payments aligns with the program requirements
  •  Conducts program document reviews objectively and accurately with minimal supervision.
  • Records the results of all reviews and determinations accurately and in a timely manner, following the defined reporting mechanism.
  • Conduct onsite monitoring of centers, family child care homes, and Head Start/Early Head Start programs.
  • Communicate any trends, concerns, or unusual occurrences promptly to the Provider Reimbursement Director.
  • Accurately and promptly prepare summary reports of quality assurance work and other contractual documents, following prescribed formats and timeframes.
  • Works closely with the Provider Reimbursement Director to prepare detailed analytical reports.
  • Reviews monitor documentation for completeness and accuracy, including, but not limited to, tracking logs, calendars, monthly activity logs, monitoring reviews, follow-up reviews, and CAP logs.
  • Conducts continuing staff development through technical assistance, clarifying USDA and DOH requirements, training on digital forms and submissions, and reminders/updates on deadlines and tasks.
  • Create, generate, and track Customer Service Satisfaction Surveys. Compiles results into easy-to-read charts.
  •  Collaborates with the CCFP team to develop annual training for owners and directors of centers, homes, and Head Start/Early Head Start programs.  
  • Assist the Provider Reimbursement Director with obtaining Catered Meal Service Deficiency Reports from Head Start/EHS.
  • Reconcile catering invoices with delivery tickets.
  • May assist with researching contract or program quality assurance issues and training to improve quality assurance results.
  • Evaluate all aspects of CCFP, including preparation for the review, analysis, and assessment documentation to ensure compliance with CCFP requirements.
  • Provides technical assistance for centers and family child care homes.
  • Participates in the Agency’s Quality Improvement Program
MINIMUM SKILLS AND ABILITIES:
  • Knowledge of the structure and content of the English language including the meaning and spelling of words, rules of composition and grammar.
  • Ability to gain knowledge of detailed State Regulatory, contractual and program requirements for purposes of comparisons to documentation.
  • Ability to use relevant information and individual judgment to determine whether program data complies with laws, regulations, or standards.
  • Ability to communicate effectively with supervisor and peers by telephone, in written form, e-mail, or in person.
  • Knowledge of office practices and procedures.
  • Knowledge of common office business machines.
  • Ability to operate a personal computer.  Knowledge of a variety of computer software applications in word processing, and database software (including MS Word, Excel).  Ability to navigate the Internet.
  • Ability to meet deadlines.
  • Ability to maintain detailed records of auditing activities.
  • Ability to make basic mathematical calculations
  • Ability to demonstrate organizational and time management skills needed to complete tasks with minimal supervision.
  • Ability to maintain objectivity and accuracy while working within deadlines.
  • Ability to work and communicate with people from various multi-cultural                backgrounds and socio-economic levels.
  • Sensitivity to the needs, abilities, beliefs, and attitudes of individuals within and outside the Agency, including but not limited to clients and co-workers.
EDUCATION AND EXPERIENCE:
  • Graduation from an accredited four-year college or university with a Bachelor's Degree in Food Science and Human Nutrition, Education, Social Work, Business Administration or a related field.
  • Two years experience working with detailed information required. Two (2) years of experience in regulatory compliance, enforcement, or quality assurance.
  •  One year of direct experience monitoring the Child Care Food Program (CCFP) or a similar program.
(A comparable amount of training, education or experience may be substituted for the above minimum qualifications.)

LICENSES, CERTIFICATIONS OR REGISTRATIONS:
  • Must meet and complete criteria for background screening as required for child care personnel in child care licensing regulations.
  • Possession of a valid Florida Driver's license and daily access to reliable transportation to and from work and for travel to off-site locations.

ESSENTIAL PHYSICAL SKILLS:
  • Ability to operate a motor vehicle for travel to off-site locations.
  • Ability to sit for extended periods of time.
  • Ability to lift/push/pull/carry up to 20 pounds.
  • Ability to operate a computer for extended periods.
  • Ability to read paper and electronic files for an extended period.

ENVIRONMENTAL CONDITIONS:
  • Indoor office environment.
  • Field environment, various work locations as instructed.
  • Flexible schedule, possible weekend work.
  • Local travel required to five counties, Orange, Osceola, Seminole, Brevard and Polk.
  • Possible exposure to communicable diseases, including blood borne pathogens.
SALARY: $54,038.00 ANNUALLY
PAY GRADE: 9
