This position requires  at least 4 years of experience as a Manager or Supervisor in addition to social services and case management experience. This position also requires:
 
EDUCATION AND EXPERIENCE:
  • Knowledge of applicable state and federal Head Start regulations, performance standards and guidelines.
  • Bachelor’s degree in Social Work, Psychology or closely related field. 
  • Experience in social work, case management or social welfare.
  • Four (4) years of leadership and supervisory experience.
  • Strong leadership, analytical, organizational, and communication skills.
Knowledge of Head Start and Early Headstart guidelines is preferred.

GENERAL DESCRIPTION:
The ERSEA Coordinator provides program-wide leadership and oversight of all Eligibility, Recruitment, Selection, Enrollment, and Attendance (ERSEA) systems and Fiscal Integrity/ERSEA process for Head Start and Early Head Start programs. This position assists in guiding the program’s practices for verifying the eligibility of children, families, and pregnant women receiving program services. The ERSEA Coordinator ensures children are enrolled in the program appropriately.  The ERSEA Coordinator is also responsible for monitoring children’s attendance and, as needed, offering families support in instances where attendance is an issue.

ESSENTIAL JOB FUNCTIONS:
  • Provides strategic leadership and coordination of ERSEA systems across all program options and service areas, including oversight of Family Advocates and supervision of Senior Family Advocate staff. Offers ongoing coaching, feedback, and professional development to ensure high-quality ERSEA implementation, while promoting ethical practice, accountability, and professional responsibility.
  • Ensures Family Advocates and Senior Family Advocates complete required training related to ERSEA, attendance, and eligibility verification.
  • Collaborates with education, health, Mental health and family service staff to ensure ERSEA practices support comprehensive program goals and child/family outcomes.
  • Communicates ERSEA-related updates and program expectations to staff, parents, and community stakeholders to promote understanding and compliance.
  • Develops, implements, and reviews policies and procedures for ERSEA (Eligibility, Recruitment, Selection, Enrollment, and Attendance). Acts as the subject matter expert for ERSEA and collaborates with program leadership on matters related to enrollment and attendance.
  • Annually reviews ERSEA policies and procedures to ensure alignment with federal regulations, agency standards, and program goals.
  • Establish systems for program eligibility of Head Start program participants (e.g., determination, verification, documentation) in accordance with agency and federal policy, protocols, and regulations.
  • Guide recruitment efforts designed to actively inform families with eligible children in the service area, specifically children with disabilities and other vulnerable or disproportionately impacted children, of available Head Start services and assist them with the application process.
  • Oversee recruitment plans based on community assessments and monitor enrollment, vacancies, and attendance to maintain funded enrollment and meet compliance thresholds.
  • Establish annual selection criteria and ensure compliance with the requirements of the Individuals with Disabilities Education Act.
  • Maintains paper and electronic records for all children served by the program.
  • Understand and interpret the eligibility criteria, policies, and procedures for federal, state, and local child care programs. Work to ensure that funded enrollment goals are achieved by determining family eligibility for Head Start and Early Head Start in accordance with contract requirements. Ensure accurate eligibility determination, verification, and documentation that aligns with Head Start standards.
  • Assists with processing applications promptly and assigning priority points in accordance with established guidelines. Helps verify that applications are complete and follows up on any incomplete submissions. Provides oversight of the application process to ensure accuracy, timeliness, and compliance, working collaboratively with the Senior Family Advocates.
  • Assist in maintaining a complete and accurate enrollment database using ChildPlus.net including maintaining an updated and accurate waiting list.
  • Assist staff and families on issues concerning eligibility and gathering appropriate income verification and ensuring ongoing eligibility or transition.
  • Monitor systems for tracking child attendance and consult on mitigating absenteeism.
  • Maintain information for all applications and keeps waitlist up-to-date for all programs.
  • Responsible for the archiving of all files when the child leaves the program or has voluntarily withdrawn.
  • Works to maintain the program’s attendance requirement of 85% or above and maintains full enrollment.
  • Establish strong community partnerships and facilitate effective recruitment by collaborating with relevant staff to create comprehensive plans. These plans should involve participation in health fairs and other community and school-based events that align with Head Start Performance Standards. Additionally, work with the Family and Community Partnership (FCP) Coordinator to develop strategies for family service planning, including identifying community partnerships and organizing special events.
  • Establish a family partnership agreement process that fosters collaboration between staff and parents. This process includes regular progress reviews, goal updates, and monitoring of identified needs to ensure effective support and necessary adjustments.
  • Provide family engagement services in the family's preferred language or through an interpreter whenever possible, ensuring that families can share personal information in a safe environment.
  • Complete initial training on eligibility determinations within 90 days of hire, followed by professional development training as directed by program management.
  • Utilizes ChildPlus and other data systems to monitor enrollment, attendance, and family engagement metrics, generating reports to support data-driven decision-making and program planning.
  • Prepares and submits required reports prior to deadlines, including weekly enrollment status and attendance reports for the Director, monthly waitlist reports, annual audit reports, and data for the annual Head Start Program Information Report (PIR).
  • Schedule and attend monthly parent committee meetings.
  • Establish intake and assessment procedures to identify family strengths and needs related to the outcomes in the Head Start Parent, Family, and Community Engagement Framework.
  • Supports the Policy Council and Governing Board by providing insights into ERSEA data. Assist with policy council meetings as requested.
  • Monitors, evaluates, and updates the ERSEA tracking and reporting systems.
  • Promote opportunities for parents to participate in parenting and professional skills development.
  • Perform other job duties as assigned.
  • Participates in the Agency’s Quality Improvement Planning process.

MINIMUM QUALIFICATIONS:

  • Knowledge of the structure and content of the English language including the meaning and spelling of words, rules of composition, and grammar.

LICENSES, CERTIFICATIONS OR REGISTRATIONS:
  • Must meet criteria for background screening as required for child care personnel in child care licensing regulations.
  • Possession of valid Florida’s Driver’s License and daily access to reliable transportation to and from work and for travel to off-site locations.
ESSENTIAL PHYSICAL SKILLS:
  • Travel to program sites and participate in recruitment events and governance meetings, including evening or weekend hours as needed.
  • Must be able to transport materials to meeting sites.
  • Ability to operate a motor vehicle.
  • Ability to sit for extended periods while performing essential job functions.
  • Ability to speak in front of large groups.
  • Ability to set up meetings including moving tables, chair, etc. and cleanup. 
  • May be required to perform moderate lifting/pulling/pushing/ and carrying, approximately 30-50 pounds, for example in lifting children, equipment or supplies.
  • Position requires bending and stooping.
  • Must be able to appropriately restrain children, if child is in danger of hurting him/herself or others.
ENVIRONMENTAL CONDITIONS:
  • Office and off-site work environment.
  • Possible exposure to communicable diseases found in young children including blood borne pathogens.
  • May be required to work nights, holidays, and weekends.
  • Some outdoor activities in various weather conditions.
  • Must be able to report to various work locations, as instructed.
  • Local travel required. Ability to travel in/out of state for training as needed.
STARTING SALARY RANGE: $56,050.00 TO $60,800.00 per year
