Description of Work

This position serves as the Maintenance Staff Engineer and will assist the Division Maintenance and Operations Unit in providing direct technical and administrative support to all engineers, managers, and supervisors. Troubleshoot issues throughout maintenance and operations areas and ensure consistency in application of policies and procedures throughout all counties and units within the Division. Respond to requests from internal and external customers and facilitate solutions to meet needs of all parties as applicable. Utilize AMS, SAP and GIS to develop Division multi-year asset management plans in close coordination with the Traffic Services Unit, Bridge Management Unit, Roadside Environmental Unit and Pavement Management Unit. Assist with Division multi-year pavement preservation and resurfacing plans, ensuring proper application of treatment and maximizing efficiency. Monitor and manage expenditures within each unit to ensure alignment with established budgetary targets. Regularly evaluate baseline unit costs to confirm they remain within acceptable tolerances and reflect efficient use of resources. Manage the Stormwater Pollution Prevention Plan. Manage and perform Worksite and Facility Audits. Field and review customer concerns. Support field units during unit head absences. Independently manage and execute a variety of assigned projects, demonstrating the ability to work with minimal supervision while maintaining a high standard of quality and accountability.

The selected applicant for this position must have a good working knowledge of the operations of Division Maintenance and its functions including office management techniques; computer skills; oral and written communication skills; interpersonal, organizational, and analytical skills; ability to make independent decisions; interpret and analyze information. Knowledge of the Department’s organization and responsibilities are also essential. Knowledge of the Department’s policies and procedures related to the administration of maintenance projects. Must have general knowledge of present maintenance practices, techniques, and policies, including plans, proposals and current specifications. Preference will be given to applicants who are registered professional engineers.

Knowledge, Skills and Abilities / Competencies:

Salary Grade and Salary Range:  NC20 / $70,478 - $123,336

Management prefers applicants with the following:

  • Experience planning, developing, scheduling, tracking, and completing projects independently or with limited supervision
  • Customer service experience related to resolving problems that involve explaining engineering concepts to various customer groups
  • Experience making recommendations and decisions for simple or complex projects
  • Experience in the leading of multiple projects and scheduling and directing multiple work crews
  • Considerable knowledge of principles of civil engineering as it relates to the design, construction, and maintenance of the highway system

Minimum Education and Experience

Bachelor’s degree in an applicable field of engineering from an appropriately accredited institution and four (4) years of progressively responsible experience; or an equivalent combination of education and experience. Necessary Special Qualification: May require registration as a professional engineer by the North Carolina Board of Examiners for Engineers and Surveyors.
