Manager - Project Governance (Claim & Payment)

Job Description

POSITION GENERAL SUMMARY

Responsible to lead the claim and payment of contracts for all airports development projects under the Capital Expenditure budget managed by Project Management Office.        

 

ESSENTIAL POSITION FUNCTIONS

• Lead the evaluation of contractor's progress claim 
• Prepare certificate of payment and complete the process accordingly
• Evaluation of contractor's claim for variation, prepare certificate of VO upon approval of respective approval bodies and complete the process accordingly
• Preparation and complete the process of Final Account for project closure 
• Evalution of consultant's professional fee claim, prepare its Certificate of Payment and complete the process accordingly
• To update, monitor and record financial status of project 
• Post contract phase up to project completion and final account 
• To follow through the related Standard Operating Procedure (SOP) accordingly
• Review and check contractors claims and prepare certificate of Progress Payment/ Professional Fees/ Supervision Fees for the contractors as well as consultants.
• Review, check and prepare all statement of Final Account & Contractual Certificates as required in the Contract.
• Negotiate on the variation of works with contractors where disagreement highlighted by contractor-consultant.
• To assist Senior Manager on the overall administration, planning and control functions of the unit.
• To perform other work in relation with contracts management as directed by immediate superior

  Senior Manager/ Managers/ Executives	Finance Services, MAHB	Liaison on submission and status of project payment certificate/ issuance and budget, tender reports etc.
  Senior Manager/ Managers/ Executives	Engineering Division, MAHB	CAPEX projects undertaken by P&D on the requirement to be incorporated in the Needs Statement
  Senior Manager/ Managers/ Executives	Commercial Division, MAHB	On requirement of Commercial projects undertaken by P&D incorporated in the Needs Statement
  Senior Manager/ Managers/ Executives	Procurement & Contract Division, MAHB	On policy of Procurement of projects/tender.*Tender evaluation exercise
  Senior Manager/ Managers/ Executives	Legal, MAHB	On legal matters i.e. termination of contractors of consultants, supplement agreements, concession agreements, conditions of contracts.
  Project Directors/ Project Managers	Contractors	Projects contractual issues.
  Principals/ Directors	Contractors	Projects contractual issues.

   

Skills

• Good Communication, interpersonal and consultative skill
• Great team player
• Good leadership skill
• Experienced in pricing, construction law, contract drafting, administration and negotiation of change orders, effective correspondence, planning and scheduling 
• Thorough knowledge of prime contract administration office and field procedures and documents relating to a construction project
• Direct experience in managing workload distribution and personnel management

Education

Internal        

• Degree/Diploma in Quantity Surveying (Master degree in Project Management / Construction Law would be an added advantage)        

 

Unique Requirement

• Professional/Consultant Quantity Surveyor' with Board of Quantity Surveying Malaysia or registered with Professional Association or Institution (Professional or Consultant). 
• Registered with KLRCA as Registered CIPAA Adjudicater would be an added advantage     

Education

External        

• Degree in Quantity Surveying (Master degree in Project Management / Construction Law would be an added advantage)

 

Unique Requirement

• Professional/Consultant Quantity Surveyor' with Board of Quantity Surveying Malaysia or registered with Professional Association or Institution (Professional or Consultant). 
• Registered with KLRCA as Registered CIPAA Adjudicater would be an added advantage     

Relevant Industries

External        

• Degree with a minimum of 5 years relevant experience in Senior Executive role
