Job Description:
Parsons is looking an experienced Senior Project Controls Manager to lead all planning, scheduling, program management, project controls, progress monitoring, reporting, and performance management activities associated with major stadium and sports venue developments.
The Planning / Programme Manager will be responsible for establishing, managing, and maintaining integrated master programmes across design, procurement, construction, testing & commissioning, operational readiness, and handover stages. The role will provide leadership for project controls functions, ensuring that schedule, progress, risk, change, and performance management processes are effectively implemented throughout the project lifecycle.
The position requires extensive experience in managing large-scale, multidisciplinary developments involving complex interfaces, multiple stakeholders, specialist venue systems, and demanding milestone-driven delivery programs.
What You’ll Be Doing
Lead the development, implementation, and maintenance of the overall integrated project program.
Manage all planning, scheduling, project controls, progress monitoring, and reporting activities across all project phases.
Develop and maintain master schedules incorporating design, procurement, authority approvals, construction, testing & commissioning, operational readiness, and handover activities.
Establish programme governance, schedule control procedures, progress measurement methodologies, and reporting requirements.
Monitor programme performance and identify actual or potential delays, schedule risks, and critical path impacts.
Provide schedule recovery recommendations and mitigation strategies to maintain key milestones.
Lead program review meetings and coordinate schedule updates with consultants, contractors, specialist suppliers, and stakeholders.
Review and validate contractor and consultant programs for compliance with project requirements.
Perform critical path analysis, delay assessments, schedule impact evaluations, and program risk assessments.
Manage program interfaces between multiple project packages and workstreams.
Coordinate planning activities related to procurement, long-lead equipment, specialist stadium systems, authority approvals, and operational readiness requirements.
Develop executive dashboards, progress reports, KPI monitoring tools, and management presentations.
Support commercial, procurement, risk management, and change management activities through programme impact assessments.
Lead project controls staff responsible for planning, scheduling, reporting, risk, and performance management.
What Required Skills You’ll Bring
Bachelor's Degree in Engineering, Construction Management, Project Management, Quantity Surveying, or related discipline.
Master's Degree preferred.
PMP, PMI-SP, AACE, PSP, or equivalent professional certification preferred.
Minimum 15 years of experience in planning, program management, project controls, or project delivery.
Minimum 7 years in a senior planning or program management role on major developments.
Demonstrated experience developing and managing complex integrated programs for large-scale projects.
Proven experience overseeing project controls functions including planning, progress measurement, reporting, risk management, forecasting, and performance management.
Strong understanding of design, procurement, construction, testing & commissioning, and handover processes.
Experience in stadiums, arenas, airports, convention centers, hospitality developments, rail projects, or other complex infrastructure programmes.
Strong understanding of critical path methodology, earned value analysis, schedule risk assessment, and forensic delay analysis.
Experience reviewing contractor recovery programmes, extension of time assessments, and delay mitigation measures.
Advanced knowledge of Primavera P6, project controls systems, dashboard reporting, and performance management tools.
Strong stakeholder management, communication, and leadership skills.
Ability to manage multiple interfaces, competing priorities, and fast-track delivery programs.
