Job Summary The Rental Housing Manager leads the planning, development, implementation, and evaluation of the City’s Rental Housing Program. The Rental Housing Program is designed to register rental properties, provide on-going education and outreach to property owners and tenants, and support complaint-based rental inspections, toward the goal of providing safe, stable housing across the community. They are responsible for leading and supervising staff, program revenue generation and budget monitoring, and navigating diverse partnerships internally and externally. The position works regularly with City staff, neighborhood residents, community members, nonprofit partners, and others. The Rental Housing Manager seeks and builds trusting relationships in order to collaborate among external entities, historically marginalized community members, elected officials, regional municipal partners, and community leaders to co-create a dynamic, healthy, vibrant community that is welcoming to all. Essential Duties and Responsibilities The following duties and responsibilities are illustrative of the primary functions of this position and are not intended to be all inclusive. Develops and manages complex interdisciplinary city-wide projects and programs, including project conceptualization, development and analysis of strategies, contract negotiation, and administration. Leads the development and implementation of Rental Housing policies and program components, including rental registration, education and outreach activities, grantmaking opportunities, and overall program management. Coordinates with other departments to implement compliant-based inspections and landlord/tenant mediation. Develops team strategic plans, implements applicable Municipal Code changes, and manages required local and federal documentation. Mentors staff to deliver outstanding performance and community outcomes. Designs, oversees, and conducts public outreach, education, and engagement activities; gathers synthesizes input to use for policy/programmatic decisions and discussions. Prepares Council agenda materials memos; participates in City Council and Board Commission meetings for resolutions, ordinances, staff reports, and programs. Develops, analyzes and administers annual budgets for the programs. Participates in development of strategy and leadership for the services area and department. Manages grant funding and reporting for Rental Housing programs. Represents the City and Neighborhood Services Department at numerous networking and collaborative functions. Responds to resident, employee, and City Council inquiries, complaints, and service requests. Prepares and manages program budget including drafting and managing biannual BFO and other budget requests through City processes; authorizes expenditures; forecasts needs, and allocates resources accordingly. Manages consulting, grant, and Purchasing contracts as applicable. Leads trust-building and collaboration efforts with community partners and partner entities, historically marginalized community members, elected officials, regional municipal partners, community leaders, and residents with a focus on the rental housing industry, landlord, and tenant issues. Oversees and directs the work of classified, contractual, and hourly employees and interns. Prepares and delivers presentations to community groups, staff, City Council, City boards and commissions, city management, and others; respond to questions and requests. Performs policy research and compiles and analyzes data on economic, social, community impact, and physical factors affecting neighborhoods and the rental housing industry.
