Job Description
Clearance Required: Active Secret clearance
Education:
- BS degree in a business/technical field with a minimum of 24 business credits. Substitution for BS degree will be minimum of 4 years of relevant experience in addition to the required minimum years of experience.
Experience Required:
- Minimum of 4 years’ experience in supporting COR in a shipbuilding environment
- Comprehensive knowledge of shipbuilding processes, techniques, and procedures
- Comprehensive knowledge of Federal Acquisition Regulations (FAR)
- Knowledge and skill in applying analytical and evaluative methods and techniques
- Knowledge of economic, statistical, accounting, fact-finding, and financial analysis principles and techniques
- Familiarity with DCMA and DCAA standards, guidelines and best practices
- Comprehensive knowledge of auditing organizations (such as DCMA and DCAA), programs, and functions and knowledge of the overall acquisition process
- Knowledge of the technical capabilities, functions and responsibilities of other contract administration service organizations
- Familiarity with price/cost analysis, contracting procedures, socioeconomic policies.
- Knowledge of Microsoft office software suite to include Word, PowerPoint, Access, and Excel
Job Summary: Provide onsite Contracting Officer Representative (COR) and Alternate Contracting Officer Representative (ACOR) support to the USCG Offshore Patrol Cutter (OPC) Project Resident Office (PRO). This work shall be performed at the office in OPC PRO in Mobile, AL.
Essential Duties:
- Assist with conducting cost and/or price and development of pre/post negotiation memorandum as required
- Support contract administration duties i.e. prepare contractor discrepancy reports, draft entries for the Contractor Performance Assessment Reporting System, request for equitable adjustments, cure letters, default packages, etc.
- Support development of Independent Government Cost Estimates (IGCE), Requests for Proposal (RFP), Technical Assessment Review (TAR), Market Research, and Engineering Change Proposal (ECP) processes and procedures.
- Review Common Access Card (CAC) applications and assignments
- Assist with processing invoices and Task Orders (TO) close out
- Develop milestones, reports, and trackers
- Create standardized reports, acquisition plan and execution documents presentation graphs and track action status
- Physical Abilities: requires moderate walking and movement through an active shipyard and OPCs under construction. Employee shall provide and wear Personal Protective Equipment as required by standard industry practice when out in the shipyard.
Salary: The projected salary range for this position is $75,000-$90,000 and is based on experience and contractual requirements. However, this is not a guarantee of salary.
