Position Overview
Hanwha Defense USA is seeking a highly skilled Program Manager to lead programs related to munitions manufacturing while serving as a key liaison to local and state government entities. This role combines technical program oversight with external engagement responsibilities to ensure successful execution of manufacturing initiatives, regulatory compliance, and government relationship management. The ideal candidate will have strong defense manufacturing experience, a deep understanding of state and local government processes, and the ability to represent Hanwha Defense USA in high‑visibility forums.
Key Responsibilities
• Oversee end‑to‑end program management for munitions manufacturing projects, including planning, scheduling, budgeting, risk management, and reporting.
• Coordinate cross‑functional teams internally and with external partners to ensure program deliverables meet cost, quality, and performance targets.
• Serve as the primary point of contact for local and state government agencies on matters relating to manufacturing operations, permitting, compliance, and public‑sector engagement.
• Build and maintain strong working relationships with state/local officials, regulatory bodies, economic development organizations, and Army community stakeholders.
• Support government relations strategy, including monitoring policy developments, understanding state-level incentives, and advising leadership on regulatory implications.
• Facilitate government site visits, audits, and compliance reviews; ensure timely documentation and alignment with relevant laws and regulations.
• Prepare and deliver briefings, presentations, and reports for internal leadership and government stakeholders.
• Assist in the development of long-term manufacturing and facility strategies informed by public‑sector opportunities and constraints.
• Ensure programs adhere to Defense industry standards, quality assurance requirements, and company policies.
• Support proposal development, contract negotiations, and coordination with supply chain partners.
Qualifications
• Bachelor’s degree in Engineering, Business, Public Administration, or related field; advanced degree preferred.
• 12+ years of experience in defense manufacturing, munitions production, government relations, program management, or a related domain.
• Proven track record leading complex programs involving technical, regulatory, and external stakeholder components.
• Strong understanding of state and local government processes, especially those related to manufacturing, permitting, zoning, and economic development.
• Excellent communication and relationship‑building skills with the ability to engage government officials and technical teams effectively.
• Experience with defense contracting, compliance frameworks, and quality systems.
• PMP or similar certification is a plus.
• Ability to travel as needed for government engagement, supplier coordination, and program reviews.
