Purpose of Job

The Senior Civil Engineer reports to the Chief Integrated Support Services (CISS) and supports the planning, coordination, implementation, and monitoring of Mission engineering and infrastructure activities in support of the AUSSOM mandate. The incumbent contributes to the design, construction, rehabilitation, maintenance, and oversight of Mission facilities and infrastructure projects within the Mission area. The Officer supports engineering assessments, project implementation, contractor coordination, compliance monitoring, and infrastructure planning activities to ensure effective operational support within a complex and high-risk field mission environment

Main Functions

• Supports the planning, coordination, implementation, and monitoring of Mission engineering and infrastructure projects in support of the AUSSOM mandate and operational requirements.
• Contributes to the design, construction, rehabilitation, maintenance, and technical oversight of Mission facilities, accommodation, roads, drainage systems, protective infrastructure, and other engineering works within the Mission area.
• Supports engineering assessments, infrastructure planning, technical evaluations, and project implementation activities in accordance with applicable engineering standards and Mission priorities.
• Assists in coordinating contractor activities, engineering works, project schedules, technical specifications, and quality assurance processes relating to Mission infrastructure projects.
• Supports compliance monitoring relating to engineering standards, safety requirements, environmental considerations, and applicable Mission procedures during project implementation activities.
• Contributes to infrastructure reporting, project monitoring, technical documentation, and engineering coordination activities in support of Mission operational effectiveness.
• Supports coordination and liaison activities with Mission components, contractors, host authorities, and relevant stakeholders on engineering and infrastructure-related matters.

Specific Responsibilities

• Supports the planning, coordination, implementation, and monitoring of Mission engineering and infrastructure projects in support of operational requirements and Mission priorities.
• Contributes to the design, assessment, rehabilitation, construction, and maintenance of Mission facilities, roads, drainage systems, protective infrastructure, and other engineering works within the Mission area.
• Supports engineering assessments, site evaluations, technical inspections, feasibility reviews, and infrastructure planning activities relating to Mission operational support requirements.
• Assists in preparing and reviewing technical specifications, Bills of Quantities (BoQs), engineering drawings, scopes of work, cost estimates, and other engineering documentation relating to Mission infrastructure projects.
• Supports contractor coordination, project supervision, quality assurance, and monitoring activities to ensure engineering works are completed in accordance with approved specifications, timelines, safety standards, and applicable Mission procedures.
• Assists in monitoring compliance with engineering standards, environmental requirements, health and safety measures, and quality control procedures during infrastructure implementation activities.
• Supports project reporting, infrastructure monitoring, progress tracking, and preparation of engineering updates, technical reports, assessments, and briefing materials for Mission leadership and relevant stakeholders.
• Contributes to infrastructure maintenance planning, operational engineering support, and technical coordination activities relating to Mission facilities and field infrastructure requirements.
• Supports coordination and liaison activities with Mission components, contractors, host authorities, UN entities, and relevant stakeholders on engineering and infrastructure-related matters.
• Assists in supervising and guiding subordinate engineering staff, technical personnel, and field-level engineering activities as required.
• Supports the maintenance of engineering records, project files, technical documentation, and infrastructure information management systems.
• Performs any other duties as assigned by the supervisor. 

Academic Requirements and Relevant Experience

• Master’s degree in Civil Engineering, Construction Management, Structural Engineering, Architecture, Infrastructure Engineering, or a related field with a minimum of seven (7) years of relevant professional experience in engineering project implementation, infrastructure management, construction supervision, contractor coordination, or field mission engineering environments including at least three (3) years at supervisory level.

• Bachelor’s degree in Civil Engineering, Construction Management, Structural Engineering, Architecture, Infrastructure Engineering, or a related field with a minimum of ten (10) years of relevant professional experience in engineering project implementation, infrastructure management, construction supervision, contractor coordination, or field mission engineering environments and including at least three (3) years at supervisory level
• Professional engineering certification, registration, or chartered status is an added advantage.
• Experience in AU, UN, or other international field missions, particularly in conflict or post-conflict environments, is desirable.
• Experience in infrastructure assessments, engineering design, construction supervision, rehabilitation works, and contractor management is desirable.
• Experience in preparing and reviewing Bills of Quantities (BoQs), engineering drawings, technical specifications, scopes of work, and cost estimates is desirable.
• Experience in quality assurance, health and safety compliance, environmental standards, and engineering inspections is desirable.
• Experience in the use of engineering software, AutoCAD, MS Project, infrastructure management tools, and standard Microsoft Office applications is desirable.
• Strong analytical, reporting, technical coordination, and project monitoring skills are required

• Ability to coordinate effectively with Mission components, contractors, host authorities, and relevant stakeholders on engineering and infrastructure-related matters.
• Strong analytical, organizational, technical reporting, and problem-solving skills.
• Ability to work effectively under pressure and respond to evolving operational and infrastructure requirements within a fast-paced field mission environment.
• Proficiency in the use of engineering software, AutoCAD, MS Project, infrastructure management tools, and standard Microsoft Office applications.
• Ability to maintain professionalism, technical accuracy, sound judgment, and accountability in engineering and infrastructure-related activities.
• Proficiency in one of the AU official working languages is required. Knowledge of another AU working language is an added advantage.

TENURE OF APPOINTMENT:

The Appointment will be made on a fixed term contract for a period of one (1) year, of which the first three (3) months will be considered as a probationary period. Thereafter, the contract may be renewed for a similar period subject to funding availability, satisfactory performance and agreed deliverables.

REMUNERATION:

The salary attached to the position is an annual lump-sum of US$ 125,607.58 (P3 Step 5) inclusive of all allowances for internationally recruited staff, and US$ 91,058.73 inclusive of all allowances for locally recruited staff of the African Union Commission.
