Purpose of Job

The Senior Joint Mission Analysis Cell (JMAC) Officer reports to the Principal Joint Mission Analysis Cell Officer and supports the Mission’s integrated analysis, situational awareness, and information assessment functions in support of the implementation of the AUSSOM mandate. The incumbent contributes to the collection, integration, analysis, and dissemination of information relating to political, security, humanitarian, operational, and protection-related developments within the Mission area. The Officer supports integrated analysis, early warning, risk assessment, reporting, and coordination activities to enhance Mission planning, decision-making, and operational effectiveness within a complex and high-risk operational environment.

Main Functions

• Supports the Mission’s integrated analysis, situational awareness, and information assessment activities in support of the implementation of the AUSSOM mandate and operational priorities.
• Contributes to the collection, integration, analysis, and dissemination of information relating to political, security, humanitarian, operational, and protection-related developments within the Mission area.
• Supports the preparation of analytical reports, assessments, briefing materials, risk analyses, and situational updates for Mission leadership and relevant Mission components.
• Contributes to integrated analysis and early warning activities relating to emerging threats, conflict dynamics, operational risks, and developments affecting the Mission mandate.
• Supports coordination and information-sharing between civilian, police, and military Mission components to enhance integrated situational awareness and operational planning.
• Assists in maintaining analytical tools, information management systems, reporting frameworks, and coordination mechanisms relating to Mission analysis activities.
• Supports Mission planning, operational coordination, and decision-making processes through timely analysis, information integration, and strategic assessment products.

Specific Responsibilities

• Supports integrated analysis, situational awareness, and information assessment activities relating to political, security, humanitarian, operational, and protection-related developments within the Mission area.
• Contributes to the preparation of analytical reports, threat assessments, briefing notes, situation updates, risk analyses, scenario papers, and other analytical products for Mission leadership and relevant Mission components.
• Supports integrated information analysis and information-sharing between civilian, police, and military Mission components to enhance Mission situational awareness and operational coordination.
• Assists in monitoring and analyzing emerging developments, conflict dynamics, operational risks, and trends affecting the implementation of the AUSSOM mandate.
• Supports early warning, risk assessment, and analytical activities relating to Mission planning, operational coordination, and decision-making processes.
• Contributes to the development and maintenance of analytical tools, information management systems, reporting mechanisms, and coordination frameworks relating to Mission analysis activities.
• Supports the preparation and delivery of analytical briefings, presentations, and assessments to Mission leadership, visiting delegations, and relevant stakeholders as required.
• Assists in coordinating analytical inputs and information products from Mission components and external stakeholders to support integrated Mission analysis.
• Supports liaison and coordination activities with Mission components, UN entities, international partners, host authorities, and other relevant stakeholders on matters relating to Mission analysis and situational awareness.
• Assists in ensuring that analytical activities and information-sharing processes are conducted in accordance with applicable Mission procedures, information management standards, and confidentiality requirements.
• Supports the maintenance of information databases, analytical records, mapping products, reporting tools, and other information management systems relating to Mission analysis activities.
• Performs any other duties as assigned by the supervisor.

Academic Requirements and Relevant Experience

• Master’s degree (BAC+5) in Political Science, International Relations, Peace and Security Studies, Security Studies, Public Administration, Law, Military Science, Police Science, Conflict Studies, Intelligence Studies, or a related field with a minimum of seven (7) years of relevant professional experience, including at least three (3) years in integrated analysis, mission analysis, operational coordination, political affairs, security analysis, crisis management, or field mission environments.

Or

• Bachelor’s degree (BAC+3) in Political Science, International Relations, Peace and Security Studies, Security Studies, Public Administration, Law, Military Science, Police Science, Conflict Studies, Intelligence Studies, or a related field with a minimum of ten (10) years of relevant professional experience, including at least three (3) years in integrated analysis, mission analysis, operational coordination, political affairs, security analysis, crisis management, or field mission environments.

• Experience in AU, UN, or other international field missions, particularly in conflict or post-conflict environments, is desirable.
• Experience in integrated mission analysis, information assessment, early warning, situational awareness, or operational analysis is desirable.
• Experience supporting senior leadership through analytical reporting, briefing preparation, and risk assessment activities is desirable.
• Experience working in integrated civilian, police, and military environments is an added advantage.
• Experience in information management systems, analytical reporting tools, mapping systems, and standard Microsoft Office applications is desirable.
• Strong drafting, analytical, briefing, and reporting skills are required.

• Ability to support integrated situational awareness, early warning, operational planning, and information-sharing activities within a multidisciplinary environment.
• Ability to coordinate effectively with civilian, police, and military Mission components, as well as external stakeholders and partners.
• Strong organizational, information management, and problem-solving skills.
• Ability to maintain professionalism, confidentiality, objectivity, and accuracy in handling sensitive information and analytical products.
• Proficiency in the use of analytical reporting tools, information management systems, mapping tools, databases, and standard Microsoft Office applications.
• Ability to work effectively under pressure and respond to evolving operational and security developments in a fast-paced field mission environment.

TENURE OF APPOINTMENT:

The Appointment will be made on a fixed term contract for a period of one (1) year, of which the first three (3) months will be considered as a probationary period. Thereafter, the contract may be renewed for a similar period subject to funding availability, satisfactory performance and agreed deliverables.

Proficiency in one of the AU working languages (Arabic, English, French, Kiswahili, Portuguese, and Spanish) is mandatory and fluency in another AU language is an added advantage.

REMUNERATION:

The salary attached to the position is an annual lump-sum of US$ 125,607.58 (P3 Step 5) inclusive of all allowances for internationally recruited staff, and US$ 91,058.73 inclusive of all allowances for locally recruited staff of the African Union Commission.
