OVERVIEW & PURPOSE:
This position plans, organizes, supervises and participates in a variety of recreation programs and events. Work includes planning, organizing, and/or assisting recreation/youth programs at the Recreation Center, organizing Group Exercise classes, operating all facets of the pool, and operating the Fitness Center to ensure the safety of participants. This position is expected to exercise independent judgment and initiative in planning and conducting program activities. Considerable tact and courtesy are required in frequent contacts with the public and with various population groups. Work is performed in accordance with departmental rules and policies and requires judgmental discretion in the application and interpretation of programs, standards, and procedures. This position is subject to hazards in parks and recreation including working in both inside and outside environments and in extreme temperatures, and noise. Duties may also expose the employee to human body fluids and the work is covered by the OSHA requirements on blood borne pathogens. Work is performed under general supervision and is evaluated in terms of program effectiveness and through observation and consultations.
ESSENTIAL FUNCTIONS:
Plans, organizes, implements, and supervises a variety of recreation programs for various populations of the community; evaluates programs for effectiveness; maintains appropriate documentation, including, but not limited to employee records, training qualifications/certifications, and time sheets.
Operates all aspects of the Seasonal Pool: chemical levels, cleanliness, schedules, maintenance, etc.
Creates and implements the Group Exercise schedule. Filling in to lead when required.
Calculates program costs and sets or recommends fee amounts for program participants, facility use, etc.
Registers participants for programs; prepares and maintains a variety of records and reports, enters information into databases.
Prepares a wide variety of schedules; coordinates with facilities, maintenance, and others to insure events run smoothly; works with various community groups.
Assists with site preparation for programs or events, including but not limited to: supply coordination, delivery and setup, field preparation (mowing, lining, etc), basic maintenance and improvements, site inspections, and sorting, organizing, or cleaning as needed.
Performs inspections of sites, vehicles, or equipment as needed; maintains documentation and records of inspections.
Assists in the development of department and/or division operations, risk management, and policies and procedures.
Purchases programming supplies within departmental guidelines.
Manages inventory of equipment necessary for conduction of programs; controls approved by budgetary expenditures.
Attends conferences, workshops, seminars and training programs to enhance job performance and maintain current standards; establishes and maintains professional affiliations to keep abreast of new ideas and trends in program area.
ADDITIONAL FUNCTIONS:
Assists other department staff/divisions in various events, programs & activities, record keeping, and data collection. May also assist in the development and implementation of special projects.
Serves on various committees as needed
Must be willing to work some nights and weekends.
Performs related tasks as required.
KNOWLEDGE, SKILLS, & ABILITIES:
Considerable knowledge of the policies and procedures of the Parks and Recreation Department and related state and local laws.
Considerable knowledge of the principles and practices of recreation, and recreation facilities and services, including programming standards, equipment and tools, field layouts, etc.
Ability to develop and implement small and large scaled recreation programs.
Knowledge of the application of information technology to the work of the department.
Knowledge of County personnel, budgeting and purchasing policies and procedures.
Working knowledge of office technology including use of Word and Excel.
Skill in facilitation and collaborative conflict resolution.
Ability to work effectively with other departments, staff personnel, community organizations, the general public and special population groups.
Ability to evaluate program effectiveness.
Ability to keep accurate records and prepare and present reports.
Ability to communicate effectively orally and in written form.
Ability to recruit, select, and supervise and organize the work of others.
Ability to train and instruct participants in a variety of activities.
Skill in organizing a variety of activities including attention to details, deadlines, and proper coordination with others.
EDUCATION/EXPERIENCE “REQUIREMENTS”:
Graduation from an accredited College or University with a Degree in Parks and Recreation or a related field and experience in recreation programming; or any equivalent combination of education, experience, and training. One (1) to three (3) years of employee supervisory or management experience.
ADDITIONAL “REQUIREMENTS”:
Possession of a valid NC Driver’s License.
Possession of CPR and First Aid Certification.
Ability to obtain and maintain Certified Pool Operator Certification.
Ability to obtain and maintain Group Exercise Certification.
