Position Purpose
Provides operational leadership, coordination, and execution of staffing, recruitment, certification, and onboarding processes. Ensures timely staffing of campus vacancies, compliance with certification and fingerprinting requirements, and effective delivery of Talent Management services. Supports workforce goals by managing candidate pipelines, coordinating hiring processes, and supervising onboarding staff to ensure high-quality, responsive campus support.
ESSENTIAL JOB FUNCTIONS
Recruitment & Applicant Screening
Screens and reviews employment applications to assess candidate qualifications and alignment with position requirements.
Evaluates applicant eligibility based on certification, experience, and district hiring standards.
Refers qualified candidates to hiring managers and supports interview and selection processes.
Partners with campus leadership to support recruitment strategies and candidate selection processes.
Supports efforts to address hard-to-fill positions and staffing shortages.
Ensures consistency in hiring practices and candidate experience across campuses.
Onboarding & Hiring Process Oversight
Oversees onboarding processes to ensure timely and accurate completion of hiring documentation.
Ensures continuity from candidate selection through onboarding and placement.
Manages requisition processes, candidate pipelines, and hiring workflows to support timely vacancy fulfillment.
Monitors onboarding timelines and resolves delays or process gaps.
Provides guidance and oversight to onboarding staff to ensure quality and compliance.
Campus Support & Engagement
Serves as a key Talent Management contact for campuses.
Provides guidance to campus staff on hiring processes, requisitions, and candidate workflows.
Supports campus leaders in navigating staffing, recruitment, and certification requirements.
Assists in monitoring staffing progress and ensuring timely hiring completion.
Escalates issues, delays, or workforce needs accordingly.
Certification & Compliance
Coordinates verification and tracking of employee certification requirements.
Ensures candidates meet certification standards prior to hire and placement.
Supports monitoring of certification timelines, renewals, and compliance documentation.
Assists with compliance related to fingerprinting and background clearance processes.
Ensures accurate documentation and adherence to district, state, and federal requirements.
Operational Leadership
Implements staffing, recruitment, and certification processes aligned with district priorities.
Monitors daily operations to ensure service quality, accuracy, and timeliness.
Identifies process improvement opportunities and supports continuous improvement initiatives.
Tracks and supports key staffing metrics such as vacancy status, hiring timelines, and compliance completion.
Collaboration & Stakeholder Engagement
Collaborates with campus leaders, and central Talent teams to support staffing goals.
Serves as liaison between campuses and Talent Management support functions.
Assists in implementing district-wide staffing and recruitment initiatives.
Maintains effective working relationships with internal and external stakeholders.
Safety
Performs preventive maintenance on tools and equipment and ensures equipment is in safe operating condition.
Follows established safety procedures and techniques to perform job duties including lifting and climbing; operates tools and equipment according to established safety procedures.
Corrects unsafe conditions in work area and promptly reports any conditions that are not immediately correctable to supervisor.
Supervisory Responsibilities & Team Leadership
Ensures alignment between applicant screening, hiring, and onboarding processes.
Monitors applicant flow, hiring progress, and onboarding completion to meet staffing timelines.
Identifies process improvements across recruitment, screening, and onboarding functions.
Provides training, guidance, and performance feedback to assigned staff.
Assigns, monitors, and evaluates work to ensure quality and timely completion.

Knowledge of full-cycle hiring processes, including recruitment, screening, certification, and onboarding.
Knowledge of staffing, recruitment, onboarding, certification, and fingerprinting processes.
Knowledge of school district hiring practices, certification standards, and compliance requirements.
Knowledge of applicant tracking systems, HRIS platforms, and onboarding systems.
Skill in screening applications and evaluating candidate qualifications.
Skill in coordinating recruitment and hiring processes across multiple campuses.
Skill in analyzing staffing data and identifying workforce needs.
Ability to evaluate candidate qualifications and support hiring decisions.
Ability to manage and align multiple stages of the hiring process across a team.
Ability to manage multiple priorities, timelines, and campus needs. simultaneously.
Ability to communicate effectively and provide guidance to campus leadership and staff.
Ability to maintain confidentiality and ensure compliance with employment requirements.

Travel Requirements
Travels to school district buildings and professional meetings as required.
Physical & Mental Demands, Work Hazards
Tools/Equipment Used: Standard office equipment, including computer and peripherals.
Posture: Prolonged sitting and standing; occasional stooping, squatting, kneeling, bending, pushing/pulling, and twisting.
Motion: Frequent repetitive hand motions, including keyboarding and use of mouse; occasional reaching.
Lifting: Occasional light lifting and carrying (less than 15 pounds).
Environment: Works in an office setting; may require occasional irregular and/or prolonged hours.
Attendance: Regular and punctual attendance at the worksite is required for this position.

Minimum Required Qualifications
Education:
Bachelor's degree in Human Resources, or related field from an accredited college or university required;
Master's degree from an accredited college or university preferred.
Certification/License:
None.
Experience:
3 years of progressively responsible experience in staffing, recruitment, onboarding, or HR operations required.
Experience working with applicant tracking systems, HRIS platforms, and hiring processes required.
Experience supporting certification compliance or employment eligibility processes preferred.
Supervisor or lead experience preferred.
Language: Bilingual (English/Spanish) working proficiency preferred in some settings.
