Koniag Data Solutions, a Koniag Government Services company, is seeking an experienced Program Manager with extensive expertise in IT program management, network infrastructure, and telecommunications operations. The ideal candidate will possess demonstrated leadership experience managing complex, large-scale technology programs, federal contract oversight, and cross-functional teams in a government environment. The candidate must have exceptional communication skills and the ability to navigate complex organizational structures while ensuring program alignment with strategic objectives. Ability to obtain and maintain appropriate security clearance required. This position may be Remote or Hybrid depending on program requirements.
Essential Functions, Responsibilities & Duties may include, but are not limited to:
The Program Manager will provide strategic leadership and oversight for complex IT programs supporting federal government clients. Principal responsibilities will include but are not limited to:
Lead and monitor day-to-day program execution by strategically guiding cross-functional teams to ensure effective work toward organizational objectives and customer requirements
Manage program budgets, schedules, and resource allocation for multi-million dollar contracts encompassing extensive technology infrastructure and services
Provide technical and administrative oversight of federal contracts, including coordination with Contracting Officers, Budget Analysts, and Contracting Officer Representatives (CORs)
Oversee contract performance management including quality assurance, surveillance activities, invoice review and approval, Service Level Agreement (SLA) validation, and cost recovery processes
Lead requirements gathering, analysis, and validation processes; facilitate peer review sessions for contract modifications and releases
Coordinate with multiple Operating Divisions (OpDivs), agencies, or customer organizations to manage Interagency Agreements (IAAs) and facilitate seamless service delivery
Manage enterprise-wide inventory control systems and processes for telecommunications and network infrastructure assets
Develop and implement risk management frameworks (people, processes, and systems) to identify, measure, and monitor program risks in accordance with federal guidelines and customer policies
Provide technical leadership for network modernization initiatives such as SD-WAN, 5G, Zero Trust Architecture, and cloud-based services
Lead Change Control Board (CCB) activities and coordinate with stakeholder CCBs on system maintenance schedules and service impacts
Develop and maintain comprehensive program documentation, including technical designs, data flows, implementation plans, and status reports
Serve as liaison with federal oversight agencies (GSA, GAO, OMB) and provide expert analysis on technical capabilities, security posture, and vendor management activities
Support new acquisition activities including responses to Requests for Information (RFIs) and Fair Opportunity proposals
Provide strategic recommendations to senior leadership on program direction, technology investments, and process improvements
Mentor and develop federal and contractor team members; promote collaboration and knowledge sharing across the organization
Education and Experience:
Required:
Bachelor’s degree in computer science, Information Technology, Business Administration, or related field from an accredited college or university
Minimum of 15 years of progressive IT experience with at least 10 years in program management or senior leadership roles
Demonstrated experience managing large-scale federal IT programs valued at $50M+ annually
Extensive experience with telecommunications and network infrastructure management including MPLS networks, WAN, LAN, VoIP, and Unified Communications
Proven track record managing complex federal contracts and working with federal acquisition processes
Experience supervising and leading teams of 15+ federal employees and contractors
Experience with GSA Enterprise Infrastructure Solutions (EIS) or similar large-scale telecommunications contracts
Current or ability to obtain federal security clearance (Public Trust minimum)
Desired:
Master's degree in relevant field
Program Management Professional (PMP) certification
ITIL Foundation or higher certification
Cisco certifications (CCNP, CCSP, or equivalent)
Experience managing transitions from legacy systems to modern infrastructure solutions
Required Skills and Competencies:
Exceptional leadership and team building abilities with demonstrated experience managing diverse, geographically dispersed teams
Expert-level knowledge of federal IT acquisition processes, including FAR/DFARS requirements, IAAs, and contract administration
Strong understanding of network infrastructure including routing, switching, security, and telecommunications technologies
Proven ability to manage multiple concurrent projects while maintaining focus on strategic program objectives
Advanced knowledge of risk management frameworks and quality assurance methodologies
Excellent written and oral communication skills with ability to effectively communicate complex technical concepts to both technical and non-technical audiences at all organizational levels
Strong analytical and problem-solving skills with ability to make sound decisions under pressure
Demonstrated ability to develop and maintain productive relationships with senior executives, contracting officers, and stakeholders across multiple organizations
Experience with budget development, cost analysis, and financial management for large-scale programs
Knowledge of federal IT security requirements including FISMA, NIST frameworks, and Zero Trust Architecture
Strong facilitation skills including ability to lead cross-functional working groups and resolve conflicts
Proven track record of implementing process improvements and operational efficiencies
Experience with performance metrics development and management reporting
Advanced proficiency with Microsoft Office Suite and collaboration tools (SharePoint, MS Teams)
Working knowledge of ITSM tools such as ServiceNow
Security Requirement:
Ability to obtain a public trust
Desired Skills and Competencies:
Experience with cloud computing services and data center modernization initiatives
Knowledge of IPv6 implementation and transition strategies
Familiarity with Identity and Access Management (IAM) systems and Single Sign-On (SSO) technologies
Experience with SD-WAN design and implementation
Understanding of 5G wireless technologies and mobile services
Experience with Unified Communications platforms (Cisco UC, Microsoft Teams)
Knowledge of SIEM, SOC, and NOC operations
Experience with vendor management and performance evaluation (CPARS)
Familiarity with federal budget cycles and appropriations processes
Background in data center consolidation and optimization
Experience leading agency-wide technology standardization initiatives
Knowledge of OMB policy directives and GSA telecommunications programs
Prior experience as a Designated Agency Representative (DAR) for telecommunications services
Understanding of Trusted Internet Connection (TIC) requirements
Experience with emergency response communications and disaster recovery planning
