About MOM CIO Team (ISTD)
MOM CIO Team (ISTD) operates as the strategic technology partner for policy and operations teams in the Ministry of Manpower enabling them to achieve MOM’s vision of “Empowered Workforce, Thriving Workplaces”
Product Managers are key to our success. They lead cross-functional teams of engineers, data scientists, designers and researchers and are ultimately responsible for product outcomes.They show exceptional clarity of thought and this is reflected in their written and verbal communication skills. They lead through influence and use hard evidence, reputation and relationships to create stakeholder alignment.
[What you will be working on]
As the product lead for Labour Market Tools, you are responsible for the tools and techniques that policy makers use to derive and simulate various strategies that maintain a well functioning labour market.
You are required to:
- Shape the product vision and strategy aligned with your policy leaders
- Lead discovery and problem framing sessions with policy owners, operations teams, inspectors, enforcement units, and external stakeholders (e.g., employers, employment agencies, workers) to understand ground challenges and surface opportunities for policy redesign and solution hypotheses that map to organisational outcomes
- Own and manage the end-to-end product lifecycle across multiple MOM platforms
- Work with engineering, cybersecurity, architecture, and data teams to design solutions that are scalable, secure, and compliant with government standards.
- Lead and mentor a team of product managers working on multiple products.
- Stakeholder management
- Manage expectations and build consensus among senior leadership, operations managers, and public sector partners.
- Lead change management activities to drive adoption of new digital processes across MOM and industry stakeholders.
- Communicate product vision, priorities, and progress clearly to both technical and nontechnical audiences.
[What we are looking for]
- Extensive experience (~10+ years) in product management role with some experience
managing/mentoring/coaching product managers - PM experience with complex enterprise systems/B2B applications will be an advantage
- Stakeholder influence and communication: able to align senior leadership, guide change management, and communicate product vision and trade‑offs clearly to both technical and non‑technical audiences
