About Ministry of Social and Family Development (MSF)

The Ministry of Social and Family Development (MSF) is Singapore's lead ministry for social and family policies, working to build a caring and inclusive society where every individual and family can thrive.

We deliver essential services through our network of Family Service Centres, Social Service Offices, and industry partners, supporting vulnerable populations across all life stages. Our work encompasses family services, early childhood, social assistance, disability support, mental health initiatives, and community development programmes.

 

[What you will be working on] 

The Assistant Director (AD), Strategy and Plans is a leadership role within the MSF IT Group. Working in close partnership with CIO, SCIO and Product Development Office Leaders, you will drive the formulation and execution of MSF’s technology and digitalisation strategies.

This role is responsible for overseeing technology portfolio management, and operationalisation of whole-of-government (WOG) shifts, while providing strategic and operational guidance across the MSF Ministry Family. You will also be a key advocate for Policy-Ops-tech integration—specifically leveraging Data Analytics, Artificial Intelligence (AI), and emerging technology —to ensure technology directly drives impactful social and business outcomes aligned with MSF's strategic outcomes.

 

Key Responsibilities

1. Strategy, Planning & Whole-of-Government (WOG) Alignment

  • Ministry Family Digitalisation Strategy: Drive and coordinate MSF’s 3-year Digitalisation Plan and the broader Ministry Family Digitalisation Plan, ensuring a consistent and strategic approach to technology and data.
  • WOG Alignment: Ensure all strategies align with both MSF Ministry Family and whole-of-government directives, including the MSF Public Service Transformation, MSF Group Transformation, Digital Government Blueprint, Smart Nation initiatives, and the National AI Strategy.
  • Tech Roadmap Formulation: Define the long-term vision and plans for Product, Design, Engineering, and emerging tech domains (including AI and Data Analytics,) within the ministry. Such plans would also consider the broad-based capability building initiatives for successful partnerships across MSF Families.
  • Situational & Contextual Analysis: Act as a trusted advisor to the CIO by analysing internal organisational dynamics, diagnosing systemic bottlenecks, and evaluating the health of the CIO team.

2. Portfolio Management, Governance & Compliance

  • Governance Oversight: Oversee ICT planning, budgeting, reporting, and enterprise portfolio management to ensure efficient resource allocation and project prioritisation during execution phases.
  • Steering Committee Secretariat: Provide oversight and guidance for major digitalisation steering committees, such as the ICT & Digitalisation Steering Committee (IDSC) at the Ministry Family level. Partner closely with the Chief Data Office and Sectors Futures Tech Division to shape strategic agendas.

3. Ops-Tech Integration & Innovation

  • Advocate Policy-Ops-Tech Synergy: Bridge the gap between operations and technology by championing Policy-Ops-Tech integration in the design, conceptualisation, and validation of digital solutions.
  • Advanced Tech Adoption: Promote the practical application of Data Analytics, AI and emerging tech to transform internal business service delivery, optimise internal processes, and improve citizen touchpoints.

 

[What we are looking for] 

Experience & Qualifications:

  • Professional Experience: Minimally 5 years of experience in IT management, strategic planning, or tech policy development.
  • Policy & Implementation: Track record in policy development, implementation, and driving large-scale, cross-agency IT initiatives from concept to execution preferred.
  • Education: Bachelor’s or Master’s degree in Computer Science, Information Systems, or a related field.

Key Competencies:

  • Stakeholder Management & Engagement: Exceptional interpersonal and communication skills (both oral and written) with a demonstrated ability to engage and influence senior stakeholders and ministry leaders.
  • Workshop & Meeting Facilitation: Proficient in workshop facilitation and managing high-level steering committees/forums to ensure productive, collaborative, and outcome-oriented discussions.
  • Agile & Dynamic Mindset: Highly comfortable navigating ambiguity and working in a fast-paced, dynamic environment with the agility to adapt to shifting structural or policy requirements.

Preferred Advantages:

  • Good understanding of Government or MSF policies, and social service sector/operational dynamics.
  • Strong technical literacy or hands-on knowledge in emerging technology domains such as Data Analytics, AI engineering, and emerging tech.
