Under direction, supervises professional and technical employees in the development, design, construction and maintenance of public works projects or review of engineering designs related to private land development. Pending Civil Service Exclusion.
Duties and Responsibilities
Prepares technical reports and reviews comments regarding engineering studies, construction plans, and specifications
Reviews land development design plans, studies, reports, and permits for compliance with the appropriate code and engineering design standards to recommend acceptance
Reviews capital project design plans, project specifications, and cost estimates; attends review meetings and identifies and solves design problems
Coordinates development of project designs with contractors, utility companies, landowners, developers, governmental agencies and the general public
Provides information regarding drainage/floodplain issues, stormwater permits, roadway plans, traffic studies/warrants, and subdivision platting to County personnel and the general public
Advises other Public Works sections on matters related to technical engineering issues
Ensures right-of-way is acquired and coordinates acquisition activities for capital projects
Attend public meetings to discuss capital projects, development projects, or other Public Works issues
Conducts field investigations to evaluate engineering challenges and recommend solutions related to development, traffic/transportation, roadway, drainage/floodplain/stormwater, and construction
Supervises Civil Engineers, Civil Engineering Assistants, and Engineering Technicians
Assists with the preparation of the division budget
Performs related duties as required
Minimum Qualifications
Graduation from an accredited college or university with a Bachelor’s Degree in Civil Engineering or closely related engineering discipline; six (6) years of civil engineering experience including two (2) years in a lead or supervisory capacity; or an equivalent combination of education and experience
Must be a Licensed Professional Engineer in the State of Texas Must have a valid Class C Texas driver’s license
Considerable knowledge of civil engineering practices and procedures involving traffic, roadway, drainage, and bridge plan design and/or floodplain management
Skill in managing multiple projects simultaneously
Ability to supervise technical and skilled employees; ability to communicate effectively with internal and external stakeholders such as other staff, constituents, developers, and contractors, both verbally and in writing; ability to operate personal computer, peripherals, cellular phone and basic office equipment; ability to establish and maintain effective working relationships with co-workers, County employees, Elected/Appointed Officials, outside agencies, the news media and the public
Must secure and maintain a favorable background investigation and clearance
Must clear a pre-employment physical and a pre-employment drug screen test
May be required to work more than 40 hours during the workweek

Occasionally performs field visits under various environmental conditions and terrain
