Duties and Responsibilities:
Serves as a Human Resources subject matter expert, individually motivated and operating with a sense of urgency and personal accountability, delivering Human Resources guidance and services to offices/departments regarding all areas of Human Resources
Builds and manages a high-performing team of Human Resources professionals through strategic planning, recruitment, training, coaching, performance, systems, technology, organizational culture, succession and related managerial activities.
Manages and resolves complex issues and provides guidance to staff on appropriate courses of action for all areas of Human Resources to achieve operational and performance excellence
Coordinates, collaborates and communicates with organizational stakeholders, balancing the long-term vision of elected leaders and County Leadership with the technical realities and requirements of the Department to develop lasting solutions to some of the most pressing issues facing the County.
Serves as the subject matter expert for systems and projects that include applicant tracking, on-boarding, employee data, position tracking, performance management, absence/leave management, and compensation. Serves as technical lead for support and compliance of data, data flow, administration, data integrity, security, implementation projects and customer support
Expert communicator, approachable, available and committed to mentoring and developing the professional capacity of both the Human Resources Department and all County employees.
Serves as model of excellence as an employee in product deliverables reflecting quality, integrity and efficiency.
Performs other duties as assigned.
Minimum Qualifications:
Graduation from an accredited college or university with a Bachelor’s Degree in Human Resources, or a closely related field and five (5) years’ experience in a leadership capacity in a human resources office, including supervisory experience.
Must have demonstrated experience, minimum of three (3) years, introducing creative strategies and approaches to a public sector organization.
Requires considerable knowledge of human resources administration and procedures; considerable knowledge of federal, state, and local government codes; considerable knowledge of human resources; and considerable knowledge of management analysis principles and techniques.
Requires skill in managing multiple projects simultaneously; skill in communicating effectively, both verbally and in writing; skill in interpreting statistical data, formulating recommendations, and writing reports; and skill in the application of technology applications.
Requires ability to supervise professional, technical, and administrative employees; ability to maintain effective working relationships with subordinates, co-workers, Department Heads, Elected/Appointed Officials, other government agencies, and outside organizations.
Ability to analyze problems; identify alternative solutions; project consequences of proposed actions; implement recommendations; and support established goals.
Ability to maintain effective working relationships with various constituents.
Ability to effectively communicate complex ideas clearly and concisely across functional and technical departments, both verbally and in writing.
Demonstrates technological intuitiveness.
Must secure and maintain a favorable background investigation and clearance.
Must clear a pre-employment physical and a pre-employment drug screen test.
May be required to work more than 40 hours during the workweek.
May be required to work a non-traditional schedule or late evening hours to accomplish projects or special requests.
