Job Description
Role Purpose:
To manage bilateral air services agreements, in coordination with the UAE Federal Civil Aviation Authorities, appropriate Civil Aviation Authorities of other States, International Civil Aviation Authorities and prepare and facilitate confidential Memorandum of Understanding (MOU) and Air Service Agreements (ASA) for the operation of national carriers of Dubai and foreign airlines operating to/from Dubai.
Key Responsibilities/Duties:
1. State Government Representation: Executes responsibilities as a member of the UAE negotiating team for air service consultations and participates in the consultations for the signing of MOU and ASA for the Emirate of Dubai and its National Carriers with International States.
2. Air Service Agreements: Validates and reviews the confidential bilateral air service agreements to recommend to the Senior Manager/Head/Director regarding any needed amendments for the interest of the national carriers.
3. Aero-political Rights: Conserves the national carriers’ operational interest to other countries by providing reciprocal operational rights to other national carriers and obtains equal traffic rights, ensuring operational flexibility and securing additional capacities in aid of the desired aero-political commercial objectives of the national carriers.
4. Capacity: Monitors capacity conflicts between national carriers and other airlines and assists in the regularization of airline operations in accordance with Air Service Agreements and Memorandum of Understanding.
5. Bilateral Negotiation: Establishes, develops and maintains strong affiliations with other airlines, aero-political authorities of the UAE and foreign countries in order to facilitate negotiations allied with bilateral agreements.
6. Policy-Development: Approves airline schedules as well as overlooks seat capacity requirements for foreign carriers. Endorses recommendations for approval in accordance with the bilateral agreements.
7. Other duties: Performs other international affairs related duties as may be assigned by the International Affairs & Agreements Management from time to time.
Academic Qualifications:
- Bachelor’s in Aviation or any relevant/equivalent program
Certifications:
- Negotiation and communication Skills
- IATA & ICAO regulations
- Aviation Law
- Airline/Airport Operation
Professional Experience:
- At least four (4) years’ working experience in air transport policies and communications.
- At least two (2) years in professional role.
