About Lihir

Our Lihir Operation, located on the beautiful island of Niolam, approximately 800km north of Papua New Guinea's capital, Port Moresby, is one of the world’s largest gold mines. Set within a geothermically active, extinct volcanic crater, Lihir operates an open-pit mine producing refractory ore, which undergoes pressure oxidation and conventional leaching to recover gold. Purpose

 

The Site Registered Mine Electrician leads practices in Safety, Compliance, Training and Authorization. The Site Registered Mine Electrician is appointed by the Registered Mine Manager Mine, and ensures that all requirements are met for personnel operating, working on in the vicinity of electrical apparatus within area of responsibility. 

The Site Registered Mine Electrician ensures compliance with the legal obligations under the PNG Mining (Safety) Act 1977 and Regulation (Chapter No. 195A) including its supporting regulations and the PNG Electricity Act (Chapter 78) including its supporting regulations

 

Essential Duties

 

In this role, the individual will:

  • Maintaining Safety and Integrity of the site Electrical System. 
  • Ensure Compliance and has responsibility to authorize amendments to the Newmont Electrical Safety Management Plan (ESMP).
  • Shall ensure the ESMP is subject to regular review and effectiveness checks. 
  • All electrical engineering safety arrangements (fit for purpose equipment, competency requirements, procedures, and management system elements)
  • Authorization of all new electrical installations or alterations. 
  • Authorization of persons for the role of Licensed Electrician.
  • Maintain a site training register for licensed electricians, authorized persons and safety observers. 
  • Maintain a site register of licensed electrical contractors. 
  • Ensuring that an annual audit is conducted on the electrical safety requirements for the site. 
  • Investigation of electrical safety incidents and ensure actions are implemented and documented
  • Statutorily reporting to the Registered Manager for Works.

In this role, the individual will:

  • Ensure that all sites work comply with the Electrical Safety Management Plan (ESMP) and the High Voltage Safety Management Plan (HVSMP).
  • Revise ITR’s to ensure all the correct testing has been completed before approving Notifications of Energization.
  • Complete Certificates of Compliance and ensures that the installation is to AS3000 requirements and Newmont Standards 
  • Report on serious electrical incidents to the Registered Mine Manager.
  • Lead electrical safety incidents investigations and identify actions.
  • Conduct incident investigations for Electrically related incidents and allocate actions and incident levels.
  • Ensure all electrical work is completed by licensed electrical personnel.
  • Assist in the review of the Newmont Site Electrical Standards.
  • Review electrical licenses to ensure they are valid. Maintain records. Authorize personnel to be electrical workers depending on their qualifications 
  • Audit electrical workers to ensure they have the correct competencies for the task they are completing.
  • Liaise with all the Electrical departments to provide clarification and guidance on our site electrical specifications.
  • Authorize and issue electrical access keys. Maintain key stocks and key issue records.
  • Assist in the Management of Change risk assessments for new Electrical installation.
  • Attend Punchlist walkdowns to ensure new installs and alterations are done to Newmont site specifications & Australian standards.
  • Delivers work within approved budget, managing any variances in accordance with escalation process.
  • Actively seeks cost reduction opportunities.
  • Develop team members through regular feedback, coaching and formal training.
  • Creates opportunities for people to work together to enable them to contribute to the business and learn from each other.
  • Perform Field Critical Control Checks onsite.
  • Ensure workforce are following risk control isolation processes

 

 

Training & Experience

 

  • Electrical Engineer Degree, or Electrical Trade Certificate (Cert III in Electrotechnology) 
  • IEPNG Membership
  • PNG MRA Mine Electrician’s Certificate - Highly desirable
  • HV Switching Certificate - Highly desirable
  • PNG Power Authority Electrical License or Australian/NZ State Electrical License - Required
    LVR/CPR Certification - Required
  • EEHA Certification - Highly desirable
  • Radiation Safety Officer Certificate - Highly desirable 
  • Knowledge of PNG Mining (Safety) Act & Regulations, 
  • Detailed understand of AS/NZS 3000 – Wiring Rules AS/NZS 3007 – Electrical installations for mines, AS/NZS 4871 – Electrical equipment for mines and quarries, AS/NZS 3012 –
  • Construction electrical, AS/NZS 60079 series – Hazardous Areas (EEHA), High Voltage Safety, HV Switchgear & Protection Systems
  • Improves working methods using day-to-day experiences, procedures, observations of pattern of events, and trial and error
