
Human Services Manager - Compliance
Job Description

The Prince William County Department of Social Services (DSS) is seeking a results-oriented, tech-savvy Human Services Manager to provide leadership for the Compliance Team in the Customer Support and Services (CSS) Division.
About This Role:
In this role, the Human Services Manager will supervise a team of high-performing Senior Human Services Specialists that represent the agency in the appeal process, complete internal case reviews and promote compliance with state and federal regulations.
The Human Services Manager will serve as the primary point of contact for internal, external, state, and federal partners for program audits. They will establish and maintain processes for responding to, tracking, and analyzing audit requests and findings.
The ideal candidate will mentor team members to ensure accurate and consistent handling of program appeals and internal case reviews in alignment with program policy and agency procedures. They will conduct reviews on cases that appear on the SNAP APPtrack non-compliance report, track trends from appeals, SNAP APPtrack, internal and external case reviews, and share findings with management and the Public Assistance Training Team. They will also analyze data collected from various sources, including Rushmore, APPtrack, appeals, and state findings, to provide trend analysis, identify deficiencies in systems, program knowledge, or procedural implementation, and develop training opportunities or clarifications.
Minimum Requirements:
- High school diploma or G.E.D and 7 years of experience determining public benefits eligibility for SNAP and Medicaid, including some experience in a leading or supervisory capacity.
Preferences:
- Bachelor’s degree in a human services field or equivalent.
- 7 years of experience determining public benefits eligibility for SNAP and Medicaid in Virginia.
- 1 year of experience determining public benefits eligibility for TANF in Virginia
- 3 or more years of experience independently troubleshooting and successfully resolving Virginia Case Management System (VaCMS) issues.
- 1 or more years of experience in a lead or supervisory capacity and/or supervising a team responsible for determining eligibility for SNAP, TANF, or Medicaid eligibility.
- 1 year of experience with case reviews in Rushmore.
- Proficiency in using computer systems and office applications to complete analysis and presentations.
- Strong verbal and written communication skills.
Special Requirements (if applicable):
- All DSS staff are required to provide emergency human services work, including staffing emergency shelters in the event of a community disaster.
- Candidates must pass criminal history, child protective services and DMV background checks.
- Resource/foster parents for youth in the Prince William foster-care program may not be employed by the Prince William Dept of Social Services. Resource/foster parents for youth from other localities are welcome to apply.
- Staff in this position require a valid driver’s license and the ability to pass a DMV driver eligibility check
- Staff in this position are eligible to telework but may be required to report to the office intermittently. Telework eligibility is subject to change as business needs warrant; there is no future guarantee of telework.
Work Schedule:
37.5 hours per week
Monday – Friday 8:00 am – 4:00 pm
This is a hybrid work position: Most work is currently performed off-site. However, staff may be required to report to the office on an intermittent basis (e.g. for meetings or trainings). This is a telework eligible role that may revert to in-office scheduling if business needs change. Employees who telework must have adequate workspace and internet connection.
Hiring Salary Range:
$91,162.50 - $121,836.00/yr
