Job Summary:
Information and Media Subject Matter Expert (SME) supports USINDOPACOM J32/37 during the Combatant Commander’s support to Taiwan and their annual
exercise series, Han Kuang. Support includes open source media analysis and assessments, communications and information technology support to personnel and exercise information/databases in all aspects of information operations relating to policy, media crises response, and deliberate planning and direct involvement in the development, editing, and delivery of an After Action Review (AAR) of the exercise. This is a Part Time on Call position.
Essential Duties and Responsibilities:
· 1) Liaise and coordinate with host nation information technology and communications personnel to facilitate data basing and information technology operations in
support of the US observer and After Action Review teams.
· 2) Edit Daily Observer inputs (up to 100 a day) for inclusion in the overall daily report and briefing to the Senior US Observer and Host Nation Chief of General Staff, Military Service and Joint Task Force Commanders, the Exercise Coordinator and other key government officials with responsibilities related to the exercise. That includes explaining the inputs to host nation counterparts in Mandarin.
· 3) Edit the final observer reports into the summary used by the After Action Review (AAR) team and Senior Observer to prepare the final exercise briefing presented to the Host Nation Defense Minister, Chief of General Staff and Military Service Commanders. That includes explaining some inputs to host nation personnel involved in supporting and translating the reports and briefing.
· 4) Edit and structure the Exercise Executive Summary Report for the senior AAR lead. That report is presented to the theater commander's staff to server as a record of the lessons learned from the exercise and provide a road ahead for future exercises.
Minimum Job requirements:
· Candidate must have a Bachelor of Arts or Sciences Degree from an accredited college or university. Prefer the emphasis of study to be in communications and/or statistics. Degree in or progress toward a master’s level program a plus.
· Candidate must have near fluency in Mandarin and at least one of the dialects spoken in Taiwan.
· Ability to demonstrate scholarly writing and to take generic research and analyze the content and the second-order effects of exercise observations by senior military observers.
· Prior relevant experience in writing scholarly papers that demonstrate ability to validate and assimilate information from multiple sources.
· Applicant selected will be subject to government security investigation to gain a Secret clearance. Must meet eligibility requirements to access classified information.
· Candidate must have demonstrated experience in the communications systems and informational technology used in echelon II Combined-Joint exercises in the Pacific Theater and demonstrated expertise in its application to developing AARs from exercise observations.
· Candidate must have demonstrated superior attention to detail, coupled with a proven history of working issues with other staff members, understanding their requirements, and the ability to solve problems independently and in a team environment.
· Candidate must, with a high degree of tact and diplomacy, be able to extensively coordinate and communicate with military commands during odd hours and at remote locations.
· Candidate must have exceptional skill in effectively communicating highly complex technical material or highly complex issues that may have controversial findings, or both; using language appropriate to specialists and/or non-specialists; facilitating the formulation of a decision making path.
· Candidate must be able to demonstrate the policies and strategy of US Defense postures in Taiwan.
· Must be able to sit for extended periods of time without undue assistance.
· Must be a US citizen; must be able to obtain and maintain a US Passport.
· Must be able to travel extensively both domestically and internationally unassisted.
