Job Description:

The Nebraska Department of Transportation (NDOT) is seeking a motivated and detail-oriented person to support a wide range of technical, administrative, and business management functions for the Nebraska Local Technical Assistance Program (LTAP). The position will serve as the primary liaison with external partners and local agencies, coordinating with stakeholders and advisory groups to develop annual training plans that support the professional development of both NDOT staff and local public agency personnel.

JOB DUTIES

  • Program Coordination and Management - lead the planning, coordination, and execution of statewide training programs, professional development initiatives, conferences, and workshops for NDOT and local public agency personnel. This position implements annual training plans in collaboration with NDOT divisions, local agencies, and stakeholder advisory groups, serving as the primary liaison with internal staff, external partners, professional associations, and community stakeholders to ensure program goals and workforce development objectives are achieved. The position monitors program effectiveness, recommends improvements, and ensures alignment with NDOT’s long-term strategic goals.
  • Event Planning and Stakeholder Engagement - manage all aspects of LTAP conferences, workshops, and training events, including scheduling, venue selection, logistics, registration, billing, vendor coordination, and attendee communications.
  • Administrative and Fiscal Management - develop, monitor, and manage program budgets, including expenditures for events, training, and related activities. The position ensures compliance with federal and state requirements related to workforce development and professional development programs.
  • Research, Analysis, and Reporting - conduct research and program analysis to support planning and funding requests. Prepare report, proposal, and recommendations for NDOT leadership and external agencies, and evaluate policies, procedures, and program processes.
  • Contractor and Vendor Oversight - oversee contractors, consultants, and vendors to ensure timely, high-quality delivery of services and compliance with contract provisions. Will be responsible for progress reports and documentation for internal and external stakeholders, ensuring accountability and transparency in the program.
  • Collaborate with NDOT staff, local agencies, and professional associations to identify emerging training needs and priorities. Provide guidance, mentorship, and support to staff involved in LTAP program activities and represent the program at statewide and national transportation conferences and events, strengthening partnerships and advancing the program’s objectives.
  • Perform other duties as assigned.


 

Requirements/Qualifications

Minimum Qualifications: Associate degree in public or business administration, accounting, or any discipline related to the work assigned. One year of experience in administrative, business management, or technical support work, including collecting and interpreting statistical, financial, program, or administrative data; or interpreting laws, rules, regulations, and processes. Experience may substitute for education on a year-for-year basis.


Preferred Qualifications: 

  • Two years of experience in program planning, implementation, and evaluation.

  • Two years of experience supporting or managing program budgets or financial tracking.

  • Experienced and Proficient in Microsoft Office Suite (Word, Excel, Outlook).


Other: Regular and reliable attendance is required.

KNOWLEDGE / SKILLS / ABILITIES

Ability to:

  • Communicate in person, by telephone, computer, email, and correspondence to exchange information and ideas and to promote agency needs, plans, and objectives.
  • Interpret policies, regulations, and other guidelines.
  • Interact with managers/employees of the employing agency, other governmental and organization representatives, and the public, to gain their cooperation and establish work relationships.
  • Conduct research activities and summarize technical data and conclusions into reports.
  • Study problem areas, analyze relevant data, and formulate alternative courses of action.
  • Interpret and apply directives and instructions pertinent to assigned work.
  • Apply management practices, theories, techniques, and methodologies.
  • Learn the goals, policies, and operations of the employing agency related to assigned work.
  • Prepare various budget/financial/administrative reports using computer software applications.
