Job Description
Australia – Solomon Islands Infrastructure Partnership
Australia delivers infrastructure in Solomon Islands through a variety of programs and mechanisms. Most of Australia’s infrastructure support to Solomon Islands is delivered through the Solomon Islands Infrastructure Program (SIIP, AUD250 million, 2021-30). SIIP aims to improve the quality and accessibility of high priority infrastructure and contribute to broad-based, inclusive, and sustainable economic growth in Solomon Islands. The first phase (2021-2025) is currently under implementation. Its intermediate outcomes are to:
A. improve the capacity of the Solomon Islands Government (SIG) and industry to plan, design, build and maintain infrastructure.
B. support the improvement of infrastructure standards, policies and plans;
C. leverage or attract additional financing; and
D. leave a legacy of high priority, sustainable, resilient infrastructure assets.
The SIIP pipeline is decided on a project-by-project basis jointly by the Australian and Solomon Islands Governments. Projects are selected in order of priority, and according to their potential to improve economic opportunities or access to services.
Among other modalities, Australia-Solomon Islands Infrastructure partnership utilises Direct Funding Agreements (DFAs) with the Solomon Islands Government (SIG) to deliver infrastructure. This includes funding for the Malaita Emergency Road Maintenance Project (AUD 2million); the Transport Emergency and Maintenance Program (AUD11 million); and the Office of the Prime Minister Cabinet (OPMC) Infrastructure Development Project (AUD12 million).
As funding will be channelled through SIG’s systems, Australia’s fiduciary controls (as outlined in its Assessment of National Systems) will be applied to all payments. This includes DFAT’s Letter of No Objection policy, which will be applied to all procurements progressed through these funding arrangements.

The Role
This position works with Ministry of Infrastructure Development (MID), Ministry of Finance and Treasury (MoFT), Office of the Prime Minister and Cabinet (OPMC) and DFAT to ensure fiduciary risks associated with partner procurement and finance systems are minimised in relation to expenditure of Australia’s funding through the DFA’s. This role will ensure compliance with the DFA (including the No Objection Letter process) and Solomon Islands Government procurement procedures and laws. The Adviser will work closely with the MID Infrastructure Division / procurement team and OPMC.

Qualifications
· Tertiary qualifications in Procurement, Supply Chain Management, Project Management or similar discipline.
Key Selection Criteria
1. Minimum of 10 years’ experience in implementation and management of procurement processes and systems at a senior level (preferably in a public sector environment);
2. Proven problem solving and risk management skills, with strong judgement on how and when to engage on sensitive matters in the procurement field.
3. Demonstrated success in sustainable individual and organizational capacity development, particularly the ability to effectively share knowledge, mentor and coach people, and to motivate a team to achieve shared goals.
4. Resilience, flexibility, team player and professional integrity, including the ability to maintain a constructive approach to work and interpersonal dealings, particularly during times of pressure and on sensitive issues.
5. Work flexibly and provide coverage to other programs/SIG teams as reasonably required by the Team Leader.
6. Understanding of the importance of cross-cutting development issues role in procurement including gender equality, anti-corruption and disability.
