Experience

  • Required: One or more years of accounting experience
  • Preferred: Experience in Texas School District accounting or other governmental agency

 

Knowledge/Skills: 

  • Knowledge of generally accepted accounting principles and generally accepted auditing standards, generally accepted accounting principles for state and local governments, the TEA Financial Accountability System Resource Guide, and effective internal controls over financial records.
  • Proficient in the use of school district and State expenditure reporting systems.
  • Knowledge of budgeting and competent understanding of various accounting and reporting systems.
  • Proficient in the use of personal computer and the use of spreadsheet software for financial analysis and reporting.
  • Ability to work efficiently with diverse groups and individuals.
  • Excellent communication (both written and oral), public relations, and interpersonal skills.

Function

Under the direction of the Senior Director of State and Federal Programs the Title I and Grant Funding Accountant is responsible for maintaining the position control system, accounting for and reporting on grant funds activity, financial analysis and projections, reconciliations and other special projects as determined by Senior Director for State and Federal Programs, to manage and control the fiscal and human resources and the overall accounting for the District and submitting reports to the Texas Education Agency (TEA) for LASO, Title I, Part A Program, Title I, Part C Migrant, Title I, Part D Boot Camp Detention, Title III Part A LEP, TEXSHEP Homeless, and General Fund for Bilingual Education, State Compensatory Education, and insure all grants are in compliance with federal requirements.

 

Reports To: 

Senior Director for State and Federal Programs

 

Responsibilities: 

  • Provides administrative and financial accounting support to the Senior Director for State and Federal Programs, as well as provides grant support for other offices and or departments.
  • Oversight and management of all Title I, Title II Title III, LASO Grant, State Compensatory Ed., Migrant, and Homeless Grant.
  • Maintains the special revenue funds for financial files containing notice of grant awards (NOGA) or other correspondence relating to funding and other financial consideration.
  • Maintains and monitors District and campus level budgets for Title I, II, III, LASO, SCE, TEXSHEP Homeless and grant fund sources to ensure program compliance and budget control.
  • Prepares monthly reports for the Senior Director for State and Federal Programs, Coordinator for Bilingual/ESL, Coordinator for Title and Grants Program Effectiveness , and other administrators regarding the status of the budgets.
  • Works with District staff during the budget process to project salary and benefit costs based on various salary increase proposals and creates the budget based on the approved proposal.
  • Verifies accuracy of account numbers and completes and submits expenditure reports.
  • Ensures that accounts are being used correctly and by the proper staff.
  • Prepares periodic expenditure reports and reviews budget information with campus administrators and District staff.
  • Prepares monthly and year-end reporting.
  • Prepares the fiscal year end reconciliation and closing procedures.
  • Assists in the implementation of federal, state and local accounting and budget regulations; coordinate, prepare, analyze, audit and monitor financial and fiscal related reports and claims.
  • Prepares, monitors and analyzes budgets for assigned accounts; reviews and analyzes budgets for compliance to District regulations.

  • Prepares financial and statistical reports for audit preparation, administrative decision support, state and federal reporting.
  • Performs weekly reconciliation for each budget.
  • Under the direction of the Senior Director for State and Federal Programs, works closely with the finance office, to process applications for funding from Title I, Part A, C, D, Title II, Title III, TEXSHEP Homeless, LASO Grant.
  • Prepares and processes budget amendments to TEA.
  • Attends professional development and training workshops as required, to ensure compliance with funding requirements.
  • Trains, supervises and appraises assigned staff.
  • Assists the Senior Director for State and Federal Programs with special projects or other duties as assigned.
  • Performs other duties as required to carry out the duties of this position.

FINANCIAL RESPONSIBILITY

  • Monitoring and Oversight of the following budgets: Title I, II, III,IV, State Compensatory, and LASO Grant, and other awarded grants.

  • Must have a valid Texas Driver's License

Salary: ADMN/202: Salary range is $223.11 to $324.41 daily (individual daily rate calculation is based on applicable experience).
