Status/Hours: Full-time; rotating shifts including evenings, overnights, and weekends
Salary Range: $35,000 - $38,038
Program Description
Brooklyn Community Services (BCS) operates family shelters providing safe, supportive, and dignified transitional housing for families with children experiencing homelessness. Our shelter programs are guided by a trauma-informed, strengths-based philosophy and offer a comprehensive continuum of services�including case management, housing placement, recreation, and supportive programming�to help families achieve stability and permanent housing as quickly as possible. All shelter staff are expected to uphold BCS's commitment to equity, cultural humility, and client-centered care.
Position Overview
The House Manager is responsible for the physical security, access control, and safety monitoring of the family shelter facility during assigned shifts. Working in close coordination with Resident Services Monitors and the Shift Operations Supervisor, the House Manager conducts building patrols, controls facility access, monitors common areas, and responds to safety incidents � maintaining a secure environment that supports the dignity and wellbeing of all residents and staff.
Key Responsibilities
Access Control

Control entry and exit at all facility access points; verify resident identification and log all visitors, vendors, and outside parties in accordance with shelter security protocols.

Enforce visitor policies consistently, including verification of visitor eligibility and escort requirements.

Monitor and operate building access systems including entry doors, intercom systems, and security hardware.

Ensure unauthorized individuals do not gain access to the facility; escalate access violations to the Shift Operations Supervisor immediately.

Conduct sign-in and sign-out procedures for residents and guests in accordance with DHS and BCS requirements.
Building Patrols and Monitoring

Conduct scheduled and unscheduled patrols of all interior floors, stairwells, common areas, laundry rooms, exterior perimeter, and parking areas throughout the shift.

Monitor security cameras and building surveillance systems; document and report any unusual activity.

Conduct room checks and curfew monitoring in coordination with the Shift Operations Supervisor; document observations in shift logs.

Identify and report facility maintenance issues, fire hazards, pest activity, and physical safety concerns promptly.

Maintain order and a safe environment in all common areas.
Incident Response and Emergency Management

Respond to safety incidents, disturbances, and emergencies calmly and in accordance with established shelter protocols.

Implement fire evacuation and emergency procedures as trained; serve as Fire Guard as required by FDNY Certificate of Fitness.

Contact emergency services (police, fire, EMS) as needed and coordinate response until services arrive.

Provide basic first aid assistance as needed until emergency services arrive.

Prepare accurate, thorough incident reports and shift logs for each occurrence; communicate findings to the Shift Operations Supervisor.
Documentation and Communication

Complete all required shift documentation including patrol logs, access logs, incident reports, and shift summaries.

Participate in shift change briefings, providing a thorough handoff of all relevant observations and incidents.

Communicate resident behavior, safety concerns, and facility issues to the Shift Operations Supervisor and Resident Services Monitor staff.

Perform other duties as assigned.
Qualifications

Education: High school diploma or equivalent required.

Licensure: Valid NYS Security Guard License required (8-hour pre-assignment training certificate; 16-hour on-the-job training; annual 8-hour in-service per NYS requirements). FDNY Certificate of Fitness F-02 (Fire Safety/EAP Director) required upon hire or within 90 days of start date.

Certifications: CPR/First Aid certification required upon hire or within 30 days of start date.

Experience: Minimum of one year of experience in security, residential, or facilities monitoring, preferably in a social services or residential setting.

Skills: Strong observation, de-escalation, and documentation skills. Ability to remain calm and act decisively in emergency situations. Commitment to maintaining facility security while treating all residents with dignity and respect.

Other: Bilingual ability (Spanish or another language spoken in the community served) a plus. Candidates will be subject to a criminal background check in accordance with applicable law, including NYC Fair Chance Act requirements.
