ROLE OBJECTIVE & OUTLINE RESPONSIBILITY:
· The ELP Specialist is located in Taif and is part of the Engineering Logistics Portal (ELP) organisation. The ELP combines engineering and supply expertise in order to give leadership, focus, co-ordination, planning and direction to the logistics effort supporting Forward, Depth and Scheduled Maintenance Upgrade (SMU) Functions.
· This role involves the input of engineering expertise into the logistics support process so that ‘Time Change’ assets and other supply & maintenance issues are subject to engineering scrutiny and input if required. As well as directing support to Forward, Depth and SMU Maintenance functions this role will also assist with the allocation and prioritisation of assets into the 22 Maintenance Shops on site so that Priority and also Routine Kanban demands are met in a timely and efficient manner.
· Planning is to be both re-active/pro-active as dictated by ILOC priorities.
· Organisation is essential to setting maintenance priorities to meet customer needs
· Comprehend and understand the Maintenance output requirements of each individual A/C in order to determine the prioritisation of resources to meet output targets.
· The role is tasked through the Engineering Logistics Portal (ELP) Business Processes and Work Instructions.
· The Integrated Maintenance System (IMS) has been introduced at Taif, in order to maximise the output and efficiency of logistics support to Operations. This role is to ensure that IMS capabilities are used to the full in order to maximise output, control costs and meet KPI’s.
· Deciding if an internal or external engineering solution is required.
· Making effective decisions to satisfy AOG demands expeditiously and within agreed financial limits.
Responsibilities
· Review and authorise as necessary, ‘Asset Conditioning Recommendations’, for Verification of scheduled maintenance and unscheduled repair plans and solutions.
· Confirm assets are on the respective Component Maintenance Facilities Capability List (C-List) which will be implemented with the ELP.
· Examine the Asset’s Technical Records including ESS, ERC and IMS (Maintenix (Mtx)) to determine:
o Fault / Failure and other reasons for removal from the aircraft, Mechanical systems or assembly components.
o Lifing or near lifing issues associated with the Asset.
o Applicability of any National Instructions (NI’s) or any Engineering Instructions (EI’s)
o Raise faults accordingly and against the Asset within IMS (Mtx).
· Determine Component Repair Plans in Trilogi View (TV) to assess the required Scheduled Maintenance and allowable Unscheduled Repair tasks in line with the KSA Maintenance Policy (MPOL).
· Deliver the component maintenance and or repair tasking for the appropriate ML2 Component Maintenance Facility by creating and assigning the necessary Work Packages (WP’s) in IMS (Mtx).
· Ensure that all tasking aligns with Approved Data including any relevant Datasets, Procedures, Engineering (EI’s) and Technical Queries (TQ’s).
· Coordinate the relevant Technical Support Team(s) to either challenge the content, clarify, or provide new data to address any errors or omissions using the TQ process. Also carry out any follow up Technical Publication Request (TPRF) action or Policy amendment documentation.
· Manage tasked Work Processes (WP’s) ensuring completion by the ‘Part 145’ Component Maintenance Facility and complete the necessary data transfer and system updates.
· Inform of, ‘Issue Resolution Process’, and ensure any deviations including additions, changes, deletions and deferrals from the tasked WP are correctly authorised and documented in IMS, ESS and other databases as required.
· Condemned, ML4 and Beyond Repair (Scrap) inventory.
· As part of the wider SSS Communication Strategy; daily, weekly and monthly reports are to be produced and distributed to management both within and across functional areas as necessary so as to inform, identify and progress SSS issues. These will be provided from:
· The number of and type of Supply Transactions
· Forecast Delivery Dates (FDD) and Repair Turn Round Times (RTRT).
· The In Service Data Analysis (ISDA) and Arising Rate Management (ARM) Database.
· Kanban (Immediate use) stock-level Settings
· Any ‘Route to Green Plans’.
· Data from the above sources will be used as required to generate integrated reports for all ELP Departments in order to identify areas for improvement. The objective is to minimise the number of AOG’s and Critical Demands
· Take a pro-active approach to your annual performance appraisal.
· With line manager support, acquire all necessary delegated authorizations to perform your role, ensuring validity dates do not expire.
· Complete all mandated training, ensuring training validity dates remain current.
· Complete any other reasonable duties or requests that are made by your line management.
Job Requirements:
Essential:
· A recognised qualification to NVQ3/ONC/OND/BTEC level in a relevant technical discipline or a technical apprenticeship, or suitable equivalent technical qualification agreed by Maintenance & Continuing Airworthiness (M&CA).
· Have at least 10 years post qualification practical maintenance experience within operational flying aircraft environment supported by formal recorded workplace applied related training OR 5 years on same aircraft type
· Have at least 2 years’ experience in a relevant management role.
· Leadership skills and proven ability to supervise all levels of engineering personnel.
· Senior engineering background with a comprehensive knowledge of military aircraft logistic support and the associated documentation.
· Relevant type training (‘Q’ Course) and equipment specific training if required.
· Must have experience working knowledge of EASA Part 145
· Holds 2nd signature.
· English Language proficiency.
· The successful candidate, Saudi or Expatriate must obtain Saudi Council of Engineers (SCE) membership at the appropriate level, prior to starting the new role or commencing employment in KSA. SCE membership must be maintained throughout their employment in this role.
Desirable:
· NVQ5/BTEC/HND or Degree in a relevant technical discipline.
· Thorough understanding of company processes and procedures
· Proven supervisory experience within the area of definition
· Understanding of the Integrated Maintenance Solutions (IMS)
· The understanding of Maintenance Line 1 (ML1), ML2, Production & Design (P&D) testing and WSSR Test concept and capabilities.
· Relevant experience in Fault diagnosis techniques and Technical Support
· Excellent communicator with good stakeholder and customer management skills.
