Performs advanced (senior-level) financial analysis and regulatory work. Works under minimal supervision, with considerable latitude for the use of initiative and independent judgment. Develop and maintain comprehensive sources of examination-related policies and procedures. Integrate conflicting programmatic and financial objectives into recommendations for agency management. Works under limited supervision, with considerable latitude for the use of initiative and independent judgment.

Essential Duties:

  • Prepare Cash‑Flow Forecasts — Develops and updates short‑ and long‑term cash‑flow projections, incorporating revenue trends, expenditure patterns, and program requirements.
  • Analyze Financial Data — Reviews, evaluates, and interprets financial information to identify variances, trends, and potential impacts to TxDOT’s cash position.
  • Perform Reconciliations — Reconciles financial data from multiple systems to ensure accuracy and completeness of forecasting inputs.
  • Prepare Reports — Produces recurring and ad‑hoc financial reports, dashboards, and summaries for division leadership and agency stakeholders.
  • Coordinate With Internal Partners — Works with districts, divisions, and other financial units to gather data, validate assumptions, and support agencywide financial processes.
  • Support Compliance Activities — Applies knowledge of state appropriations, transportation funding mechanisms, and legislative requirements in financial analysis and reporting.
  • Improve Processes — Identifies opportunities to enhance forecasting methodologies, reporting workflows, and data management practices.
  • Maintain Documentation — Ensures work products are audit‑ready and supported by clear, accurate documentation.

Minimum Qualifications:

Education: Bachelor's Degree in Accounting, Finance, Economics, Business, Public Administration or related Mgmt. Relevant work experience may be substituted for degree on a year per year basis. Substitutions for Minimum Qualifications

Experience: 3 years financial analysis work. (Experience can be satisfied by full time or prorated part time equivalent).*

Preferred Qualifications:

  • Advanced skills in Microsoft Excel, including pivot tables, formulas, and data visualization.
  • Experience preparing financial forecasts or cash‑flow models.


Competencies:

  • Knowledge of governmental accounting, state appropriations, and transportation funding structures.
  • Skill in financial analysis, data interpretation, and variance evaluation.
  • Skill in using financial systems and extracting data for analysis.
  • Skill in communication with both technical and non‑technical audiences.
  • Ability to manage multiple priorities and meet deadlines in a fast‑paced environment.
  • Ability to work collaboratively with internal and external stakeholders.

Physical Requirements and Working Conditions:

  • Sedentary work: Lift up to 10 lbs at a time and occasionally carry files/small tools
  • Sitting - prolonged periods of time
  • Repetitive Motion-substantial movements of the wrists, hands, and/or fingers
  • Close Visual Acuity-work includes data/figures; view a computer screen; extensive reading
