Job Description
Position: Director of Personnel and Preschool
Location: Central Office
Classification: Professional
Reports To: Superintendent
Term of Employment: 261 days – Start date July 01, 2026
Salary: Based on experience and education level per Pocahontas County Schools salary schedule. See?pocahontascountyschoolswv.sites.thrillshare.com?for pay scales and benefits information. Pocahontas County Administrative Salary Schedule, commensurate with experience and educational level.
Qualifications
- Meet minimum standards for certification as established by West Virginia Board of Education Policy 5202 (Minimum Requirements for the Licensure of Professional Administration).
- Hold a master's degree in educational administration/leadership (required).
- Possess a minimum of five (5) years of successful experience as a school administrator (required).
- Demonstrate knowledge of West Virginia High Quality Standards.
- Exhibit strong interpersonal, collaboration, and communication skills (oral and written).
- Demonstrate the ability to work effectively as part of a team.
- Demonstrate competency in the use of technology, including knowledge of information systems and operational platforms.
- Ability to complete and manage reports using the West Virginia Education Information System (WVEIS), including Web and Greenscreen platforms.
- Successfully complete required criminal background checks in accordance with WV Code §18A-5-15c and/or §18A-3-10.
- Complete CJIS Training within the first 30 days of employment
Personnel Leadership and Management
- Prepare and maintain Professional and Service Personnel Seniority Lists.
- Collaborate with the Finance Office to prepare and submit the annual Certified List report and Personnel Planning Guide.
- Coordinate the development of job descriptions, postings, and interview/hiring processes in alignment with WVBE Policy 5000.
- Assist the Superintendent in analyzing personnel needs, including Reduction in Force (RIF) procedures.
- Develop and implement recruitment and retention strategies to secure highly qualified personnel.
- Manage employee recognition programs for professional and service personnel.
- Oversee employee onboarding, including orientation and required documentation for all new hires.
- Maintain personnel records, certification documentation, and annual evaluations.
- Monitor and manage a position control system in coordination with the Treasurer.
- Oversee the evaluation of employee performance for professional, service personnel, and athletic coaches.
- Organize, document, and track staff development hours, including training for new employees.
- Plan and facilitate staff development for service personnel, including aides and secretaries.
- Support mentorship programs for new teachers and administrators, monitoring mentor/mentee progress.
- Assist school leaders in developing leadership skills aligned with WVBE Policy 5800 (Standards of Professional Practice).
- Ensure all personnel actions comply with local, state, and federal laws and policies.
- Maintain strict confidentiality in all personnel processes.
- Conduct or oversee internal investigations related to employee discipline and prepare written reports of findings to the Superintendent.
- Serve as a key member of the district leadership team and support the Superintendent in overall operations.
- Report regularly to the Superintendent on personnel matters and district developments requiring attention.
- Prepare and update district policies, job descriptions, employee handbooks, and the annual calendar.
- Oversee use of district systems, including the Vector training platform and SmartFind substitute management system.
- Facilitate collaboration among non-instructional leaders to support district improvement initiatives.
- Ensure the Superintendent receives hiring recommendations for classroom teaching positions and extra-curricular positions from principals and faculty senates for review prior to being placed on the agenda.
- Oversee and participate in interviews at the school level when needed.
- Oversee the calendar committee and development process in collaboration with the Superintendent
- Provide training to principals on volunteers and maintain records of volunteers that are board approved for each school
Certification and Licensure Oversight
- Provide oversight of certification systems in collaboration with the Coordinator of Personnel, Certification and Licensure.
- Work with the Coordinator of Personnel, Certification and Licensure to ensure timely processing of professional licensure and certification applications.
- Maintain compliance with West Virginia Department of Education policies, rules, and regulations.
- Interpret and monitor certification and licensure requirements at the state and federal levels for each employee and each employee classification.
- Notify personnel and coaches of expiring certifications and national board credentials via written correspondence.
- Ensure completion of required criminal background checks for all employees.
- Oversee the filing and recording of all competency testing for service personnel in personnel files.
- Maintain accurate personnel certification records and ensure updates related to salary changes by collaborating with CSBO and payroll.

Program Leadership Preschool
- Direct and oversee all district pre-K, preschool, and Head Start programs.
- Administer and coordinate all aspects of the pre-K program, ensuring alignment with West Virginia Pre-K Standards, Policy 2525, and Birth–3 requirements.
- Develop, implement, and monitor policies, processes, and procedures supporting preschool and Head Start educational services.
- Design and oversee developmentally appropriate instructional environments and classroom spaces.
- Manage and monitor program budgets and resource allocations.
- Promote and ensure the use of developmentally appropriate, research-based instructional practices.
- Monitor classroom quality, curriculum implementation, and student outcomes to ensure program effectiveness.
- Assess programs using current research and best practices and expand opportunities for preschool-aged children and their families.
- Plan, develop, and implement staff professional learning to maintain program integrity and continuous improvement.
- Lead and support professional development for Early Childhood educators and staff.
- Establish and lead a pre-K Parent Advisory Committee and ensure strong family engagement.
- Ensure parents are informed and actively involved in their child's educational experience and progress.
- Develop and maintain partnerships with community agencies, Head Start programs, higher education institutions, and professional organizations.
- Coordinate transitions between preschool and kindergarten programs.
Compliance and Accountability
- Ensure compliance with all applicable local, state, and federal laws, policies, and regulations.
- Direct and ensure accurate and timely submission of required reports to the West Virginia Department of Education and other agencies.
- Maintain systems for documentation, reporting, and accountability across all assigned areas.
Title IX Responsibilities
- Maintain current knowledge of laws and regulations related to Title IX, sex discrimination, and sexual harassment.
- Serve as the district liaison to the Office for Civil Rights (OCR).
- Ensure consistent implementation of district policies and procedures related to Title IX.
- Coordinate updates to policies to ensure compliance with federal and state requirements.
- Ensure required nondiscrimination statements are included in all district publications.
- Provide annual notification of complaint procedures to students, parents, and staff.
- Ensure accessibility of complaint procedures and required postings in all schools.
- Provide ongoing training for staff, students, and families regarding rights and responsibilities.
- Respond to and manage complaints and inquiries related to Title IX and discrimination.
- Conduct or coordinate investigations and ensure adherence to procedural timelines.
- Submit written investigative reports to the Superintendent within required timeframes.
- Advise the Superintendent and Board on compliance status and related matters.
Civil Rights Data Collection and Reporting
- Oversee the collection and submission of the Civil Rights Data Collection (CRDC) biennial report in compliance with U.S. Department of Education requirements.
