Manages the programs, resources and activities of personnel engaged in the maintenance of light rail transit (LRT) and street car right-of-way and bus/LRT/Commuter Rail passenger facilities functions for Dallas Area Rapid Transit's (DART) Maintenance of Way (MOW) Department.Essential Duties and Responsibilities:
ESSENTIAL DUTIES AND RESPONSIBILITIES:
Directs and manages the programs and activities of personnel engaged in LRT and streetcar wayside maintenance/signals, traction electrification, track/right-of-way, administrative & maintenance facilities, multi-modal passenger amenities, and multi-modal communication and control system functions.
Establishes goals, policies and procedures for safely, efficiently and effectively accomplishing the division work programs. Interviews, selects, supervises, develops, evaluates, counsels, and if necessary, terminates subordinate personnel in accordance with established policies, procedures, and guidelines to include Equal Employment and Affirmative Action (EEO/AA) program goals and activities.
Acts as a liaison between and a resource to division and other DART divisions, as well as external contacts.
Manages the coordination with the Rail Transportation Division to schedule track outages for scheduled maintenance, emergency repairs and planned capital projects.
Develops, submits for approval, and manages implementation of division and program budgets.
Prepares a variety of documents and reports for Executive Management and Governing Board review.
Ensures that wayside elements and passenger facilities are maintained to quality standards meeting all applicable safety regulations.
Promotes established training, safety and quality assurance programs. Refines programs as necessary to include new technologies incorporated into existing infrastructure or as part of system expansion.
Provides oversight, guidance and support necessary to effectively integrate LRT expansion programs into existing systems.
Interfaces with engineering and contractors to resolve maintenance problems.
Performs other related duties as assigned.
MINIMUM KNOWLEDGE SKILLS AND ABILITIES REQUIRED:
Note: An equivalent combination of related education and experience may be substituted for the below stated minimums excluding High School Diploma, GED, Licenses, or Certifications.
Bachelor's degree from an accredited college or university in Electronics, Construction, Engineering, Public Administration, Business Administration, or related field.
Six (6) years’ experience in rail transportation infrastructure or facilities maintenance to include six (6) years of experience directing and managing a staff involved in maintenance activities or technical support programs.
Must have a valid Driver’s License Class C and be able to obtain a Texas Class C; no Driving While Intoxicated (DWI) conviction within the last sixty (60) consecutive months, and not more than three (3) convictions of moving violations within the last thirty-six (36) consecutive months in order to operate DART non-revenue vehicles.
Demonstrates fiduciary obligation and probity to division, department, and DART when handling materials and information of a confidential and sensitive nature.
Excellent writing, presentation, communication and organizational skills to effectively communicate with supervisory and non-supervisory employees, government entities, consultants, vendors, contractors, and a culturally diverse community in one-on-one, small groups and large groups
Strong team building skills with the ability to compel others to achieve the strategic vision and goals developed by the division, department and agency.
A strong applicable business acumen, providing analytical and creative skills to find solutions to highly complex interpersonal, professional, technical, and administrative problems resulting in timely and accurate decisions both as an individual and at a team level.
Strong PC word processing, spreadsheet, and presentation software skills, as well as the ability to operate typical office equipment such as telephone, copier, calculator, facsimile, etc.
WORKING CONDITIONS:
Works in an environment where there is minimum exposure to dust, noise, or temperature. May be moderately exposed to unpleasant working conditions to include dust, noise, temperature, weather, petroleum products, and chemicals while visiting DART's operating facilities, assuming incumbent is observing all policies and procedures, safety precautions and regulations, and using all protective clothing and devices provided.
