ADJ is seeking a detail-oriented Construction Project Specialist 2 to oversee Sustainment, Restoration, and Modernization (SRM) projects for federal facilities. Under general supervision of the Base Civil Engineer (BCE), you will ensure contractor compliance with strict contract specifications, federal and state regulations, and government quality assurance standards.
Construction Oversight & Inspection: Conduct daily job site inspections to verify project progress and adherence to the Statement of Work (SOW). Interpret contract provisions and determine the final acceptability of work.
- Project Planning & Estimating: Participate in the construction planning process, obtain field data, and conceptualize project scopes. Write detailed project specifications using RS Means and prepare government cost estimates.
- Design & Documentation: Create and review electronic construction plans and detailed drawings using AutoCAD. Calculate quantities, write daily reports, document as-built conditions, and manage project folders.
- Contract Administration: Review submittals (schedules, materials), validate contractor pay requests, and host pre-construction/progress meetings.
- Geospatial & Permit Management: Maintain the Common Installation Picture (CIP) using GeoBase software and GPS surveying equipment. Review and process permit applications (e.g., dig permits, environmental forms).
- Cross-Functional Coordination: Collaborate with the BCE, base contracting offices, Real Property Manager, and Civil Engineering Production Control to track refrigerant management, capital equipment, and historical records.

12 mos. exp. as Construction Project Specialist 1, 85831 or Construction Project Specialist 1 (Exempt), 85832 or in comparable position involving construction project inspection; or 3 mos. trg. or 3 mos. exp. in one of following: shop math, geometry, trigonometry or calculus & 1 course or 3 mos. trg. or 3 mos. exp. in reading blueprints &/or specifications; or demonstrate proficiency; must be able to provide own transportation.
