Contracting Specialist II

About the Job: The Contracting Specialist plays a key role in acquiring the materials, services, equipment, and construction resources that support the City of Colorado Springs' operations. In this role, you will manage the complete contracting process - from developing solicitations and analyzing bids to negotiating terms and guiding departments through procurement requirements. This position also ensures compliance with all applicable laws and policies while providing education and support to internal clients and external vendors.


This position is subject to budget required furloughs to be implemented in the 2026 calendar year.

As a Contracting Specialist II, you will:
  • Coordinate and plan purchases with internal customers to ensure procurement needs are clearly defined and met efficiently.
  • Prepare both formal and informal solicitation documents, manage sealed bids and proposals, and conduct public bid openings.
  • Chair evaluation committees and analyze submitted bids and proposals to document compliance and develop award recommendations.
  • Lead contract negotiations and determine the appropriate contract type while preparing documents, finalizing terms and conditions, and establishing bonding and insurance requirements.
  • Prepare and issue solicitation amendments and contract modifications and maintain complete, compliant contract files.
  • Apply knowledge of contract administration to guide internal departments and vendors through procurement requirements and best practices.
  • Ensure compliance with federal, state, and local grant and procurement regulations, including those established by FEMA (Federal Emergency Management Agency), FTA (Federal Transit Administration), FAA (Federal Aviation Administration), CDOT (Colorado Department of Transportation), and CDBG (Community Development Block Grant) programs.
  • Support ethical business practices, assist with reports, and provide documentation needed for audits.

We are looking for candidates who demonstrate:

Knowledge of:

  • Public procurement processes, including experience with bid, proposal, and contract negotiations
  • Principles and procedures of recordkeeping
  • City procurement and contract regulations and procedures
  • Modern office procedures and equipment, including computers and supporting software
  • Contract lifestyle, administration and management principles

Ability to:
  • Manage and administer multiple procurements and contracts concurrently
  • Adhere to schedules, prioritize multiple projects, and meet deadlines with minimal supervision
  • Exercise sound judgment in the selection and procurement of goods and services
  • Communicate clearly and concisely, verbally and in writing
  • Establish and maintain effective working relationships

  • A bachelor's degree from an accredited college or university with major coursework in business or a related field
  • Three years of full-time direct experience in procurement, contract compliance, and/or contract administration
