Job Description
- Provides leadership, performance management feedback and coaching for success, up to and including decisions related to discipline and termination of assigned personnel to achieve desired productivity and service levels within established guidelines and operating procedures.
- Manages, trains, coaches, and evaluates the performance of assigned staff, establishing performance requirements and personal development targets; provides direction for performance improvement and development.
- Develops employees by support, direction and varied work experiences.
- Responsible for the configuration, standardization, accuracy and usability of the ESRI GIS System including related mobile applications as well as improvement recommendations, establishment of control mechanisms and other improvement initiatives.
- Responsible for the records management of drawing type records for the utilities (i.e.: electric, water, reclaimed, chilled and sewer collection and distribution systems and treatment plants). This includes maintaining the electronic filing structure, filing (both electronic and hardcopy) of as-built drawings, and locating records as needed.
- Develops implements and maintains a geometric network system to facilitate data accuracy and completeness and to ensure connectivity in the wiring and piping systems in ESRI GIS and lead problem resolution initiatives.
- Managing major GIS improvement projects being done internally or through consultants.
- Develops, maintains and implements GIS and CAD standards, policies and procedures used by JEA.
- Programmatically and manually verifies accuracy of GIS data to ensure integrity.
- Manages production of associated maps produced by the GIS/CAD systems for electric, water, reclaimed, chilled and sewer systems, ensuring consistency and accuracy.
- Responsible for the review and input of as-built construction drawings, records drawing and preliminary construction drawing information into GIS System.
- Reports monthly on data received from GIS redlines, as-builts received and other manager supplied data.
- Develops, implements and monitors annual GIS business plans and master schedule to achieve organizational mission, goals and performance measures.
- Assists in JEA strategic planning processes and stays abreast of relative local, state, federal and global events and activities relative to GIS and CAD standards.
- Leads by example in meeting JEAs safety and wellness goals.
- Forecasts, develops and administers the Capital and O&M budgets for assigned processes.
- Ensures GIS and CAD systems meet the needs of segment owners and supports interdependent processes, and sub-processes.
Education: A bachelor's degree in geography, engineering, or technology related field
AND
Experience: Eight (8) years of demonstrated experience in GIS and CAD systems which must also include two (2) years of management or supervisory experience.
OR
An equivalent combination of education, training, and/or experience.
Licensing/Certification/Registration:
A valid driver's license is required prior to employment and must be maintained during employment in this classification.
