Program Summary

KBR leads the government services world contingency market by providing responsive, full-service logistics support to forces deployed around the world under the Logistics Civil Augmentation Program contract (LOGCAP). KBR’s enduring mission support of the LOGCAP program dates back to 1992 when we served as the contract’s original prime contractor. Today, we have a workforce of over 6,000 people representing 40 nationalities who perform work on the contract in 10 countries.

Job Summary

The Transportation Manager provides end-to-end operational oversight of all transportation services, ensuring safe, efficient, and compliant movement of personnel and assets across base operations and regional routes. This role leads 24/7 transportation activities covering shuttle services, Taxi/Bus operations, and Transportation Movement Requests (TMRs), including cross-border missions, while maintaining alignment with the Transportation Deployment Plan (TDP), contractual requirements, and customer expectations.

The incumbent is accountable for planning, execution, performance monitoring, and continuous improvement of transportation operations supporting military, contractors, and internal stakeholders across multiple sites and countries.

Roles and Responsibilities

  • Lead and manage all transportation functions including Shuttle Bus, Taxi, Bus/Van operations, TMR execution, and MHE/CULT support.

  • Ensure seamless 24/7 transportation service delivery in line with TDP and contractual obligations.

  • Provide direction, supervision, and performance oversight to transportation personnel and supervisors.

  • Plan, direct, and coordinate transportation services across main sites and outstations, including cross-border operations (e.g., North Macedonia, Greece, Albania, Bosnia, Bulgaria).

  • Optimize route planning, schedules, and resource allocation to maximize efficiency and service coverage.

  • Coordinate TMRs for passenger movement, airport transfers, and mission-critical logistics.

  • Serve as the primary interface with customers (military leadership, ACO/ASG, internal stakeholders).

  • Monitor customer satisfaction and proactively resolve transportation issues.

  • Ensure transportation services meet operational demands and service expectations.

  • Implement and maintain systems to track missions, driver performance, asset utilization, and service delivery metrics.

  • Produce and analyze reports including monthly operational reports, PERSTAT, SITREP, and workload tracking.

  • Monitor KPIs and drive continuous improvement initiatives.

  • Ensure compliance with all safety, regulatory, and contractual requirements.

  • Deliver safety briefings, training programs, and enforce operational discipline.

  • Promote a strong safety culture across all transportation activities.

  • Forecast and manage equipment and fleet requirements to remain within budget.

  • Oversee maintenance coordination and ensure accountability of all transportation assets.

  • Drive cost-effective use of resources and identify efficiency improvements.

  • Ensure personnel are trained in operational procedures, safety standards, and customer service.

  • Support development of supervisors and frontline staff to enhance overall capability.

Basic Qualifications (Required Education, Experience, Skills, and Certifications)

  • Bachelor’s degree in Logistics, Transportation, Business Administration, or a related field.

  • Minimum 5–10 years of experience in transportation, logistics, or fleet operations, including leadership experience.

  • Proven experience managing 24/7 operations in complex, multi-site environments.

  • Familiarity with Transportation Movement Requests (TMRs) and deployment/logistics planning.

  • Working knowledge of budgeting, reporting, and operational performance tracking.

  • Experience with cross-border logistics operations is strongly preferred.

  • Strong leadership, organizational, and decision-making skills.

  • Demonstrated ability to manage customer relationships and deliver high service levels.

  • Experience in safety compliance and training programs.

  • Proficiency in Microsoft Office and operational reporting systems.

  • Must have a valid vehicle driver’s license and maintain its validity for the duration of employment

  • Advanced in English proficiency: Must be able to speak, read, and write in English at an advanced level.

  • Fluency in Albanian and possessing an unrestricted right to work and reside in Kosovo.
