GENERAL DESCRIPTION
Works under limited supervision, with considerable latitude to use initiative and independent judgment. May train, assign and oversee the work of others. Extensive travel is required.
Coordinates field compliance improvement plans; interviews staff members and students; observes classroom and facility daily activities; and serves as liaison and oversees other staff serving as liaisons to Independent School District (ISD) superintendents, Chief Probation Officers, and JJAEP program administrators to explain and provide technical assistance on program specifics and requirements.
Coordinates attendance audits for on-site contracted education services and JJAEPs; collects, studies, and analyzes attendance data; coordinates the preparation of and prepares reports of findings and recommendations; and coordinates end-of-year review for data accuracy.
Coordinates the preparation of or prepares statistical and performance data reports for the JJAEP programs relating to academic achievement, percentage of students who complete the program, percentage of students who have a subsequent referral to the juvenile probation department, and pre and post JJAEP attendance rates and disciplinary referrals.
Collaborates with monitored program staff to develop monitoring instruments, goals, and objectives, identify the impact of program changes on the monitoring process, and modify the monitoring process to meet changing needs; evaluates trends and resolves operational and technical problems related to the monitoring process.
Collaborates with training staff in the development of training materials; provides or assists with providing training to monitored agency program staff; provides guidance to staff in the development and integration of new or revised methods and procedures.
Collaborates with JJAEP staff regarding educational services and educational transition needs of youth; develops memorandums of understanding (MOUs) with other agencies, including MOUs for the transition of special education students.
Collaborates with division management to develop procedures and standards for monitoring functions/activities and the JJAEP system of accountability; reviews written JJAEP operating policies developed by local juvenile justice boards.
Determines compliance with laws, regulations, policies and procedures, and established standards and compliance with performance goals and objectives; recommends corrective action as needed.
Prepares detailed and comprehensive reports of findings; reviews and analyzes findings and reports the data to management; issues notice of non-compliance.
Provides technical assistance to counties regarding JJAEP and education related inquiries and program statutory requirements; notifies counties with JJAEP programs of relevant information and/or resources.
Assists in reviewing and monitoring JJAEP funding contracts and grants.
Reports any presence or perception of racial, ethnic, and/or gender disparities.
Performs a variety of related duties not listed, to be determined and assigned as needed.
Performs all duties in compliance with agency safety policies and procedures:
• Reports safety hazards and corrects hazards when possible.
• Completes required documentation in the event of an accident/injury within requested time frames.
Attends work on a regular and predictable schedule in accordance with agency attendance and leave policies.
Bachelor’s degree with major course work in education, business administration, public administration, criminal justice (corrections), social sciences, or related field. Seven (7) years of full-time wage earning experience that may be a combination of the following: experience as a teacher, assistant principal, or principal; experience with monitoring a special education program, alternative education program, or TEA residential facility (RF); experience in coordinating, monitoring, and managing services for at-risk youth at a public or private institution, probation department, or state agency; or experience in auditing, conducting inspections of program operations, compliance monitoring, program evaluation, or quality assurance.
Preferred:
· A valid Texas teacher certification
· Experience as a teacher, assistant principal, or principal.
· Experience with teaching, coordinating or monitoring alternative education programs.
· Texas principal certification.
· Texas Special Education teacher certification.
· Experience in coordinating, monitoring, and managing services for at-risk youth at a public or private institution, probation department, or state agency.
· Experience in auditing, conducting inspections of program operations, compliance monitoring, program evaluations, or quality assurance.
Experience and Education Substitutions:
- Completed course hours of graduate study may substitute for up to two years of experience on a basis of 12 graduate course hours for one year of experience.
- Pro-rated part-time experience may satisfy the experience requirements.
Note: Any degree, diploma, high school equivalent, or course hours required to meet minimum qualifications must be from an accredited educational institution.
