The City of Bellevue is working on a long-term city-wide program to implement modern, user-friendly enterprise technologies that will make work more efficient and provide better data insights. This program, called Business Transformation, will ensure Bellevue’s business systems, processes, employees, and technology meet the needs of the community and workforce, both now and in the future.
We are looking for an enthusiastic and experienced Technical Lead to join our Business Transformation Program team, under the Information Technology Department. As a core member of the program team for this highly complex effort, you will be responsible for providing technical leadership across the program in support of the delivery of multiple enterprise solutions.
- Act as technical lead or consultant for all program efforts
- Leading systems selection activities in partnership with the project manager
- Working with vendors and other IT staff to develop systems architecture and ensure successful implementation and adoption of new systems.
This role is a limited term with an expected initial duration of up to five (5) years.

- Provides detailed guidance to multi-functional teams through project plans, technical documents, and other means of communicating complex technical concepts.
- Acts as a technical lead or consultant.
- Focuses on long-term matters related to technical direction and outcomes of complex technical projects.
- Formulates systems scope and objectives and resolves complex technical issues.
- Provides technical guidance to ensure that installed systems are working effectively and that proposed systems will meet organization's future needs.
- Generally responsible for all technology work needed on assigned projects or major phases of very large projects
- May act in liaison capacity with other departments, divisions, and organizations.
- Evaluates progress and results and recommends major changes in procedures.
- Works with vendor and infrastructure staff to design complex architectures that include network, servers, interfaces, databases, middleware, security, etc.
- Provides guidance to other technical team resources as a functional team leader.
- Substantially responsible for final technology recommendations, often affecting the entire organization.
Knowledge, Skills, Abilities and Competencies
- Top-level technical expert in systems analysis with full technical knowledge of all phases of systems analysis.
- Requires either a deep technical or professional knowledge of application selection, development and solution architecture principles.
- Can develop long-range technical strategies for software architecture, application support, integration approaches, and service delivery.
- Complete understanding and ability to teach others about all stages of third-party application implementation, upgrades, and support.
- Ability to understand and advise functional team members, supervisors and managers on technical matters.
- Ability to function as an internal consultant.
Education, Experience, and Other Requirements
- Strong experience with enterprise-level systems, databases, and software development lifecycles (SDLC).
- Experience in managing IT projects and leading cross-functional teams.
- User Adoption: Experience building user community (business champions and user groups), promoting training and self-help resources, and connecting business needs to appropriate products, services and resources to achieve desired goals.
- Leadership and communication: Strong leadership experience, particularly with stakeholders and user groups; good verbal and written communication skills; experience tailoring communications to varied audiences.
- Project Management: Experiencecoordinating activities of vendors, business stakeholders and technical colleagues to plan and execute technology projects.
- Technology Support: Experience acting as an intermediary between users and vendors of cloud/SaaS products to ensure they deliver expected business value and conform with SLA requirements.
- Agile/Scrum: Experience working in a scrum team to deliver products, projects, and services using agile, continuous delivery methodologies.
- Graduation from an accredited four-year college or university with a degree in computer science or other related field(s) or equivalent experience.
- An equivalent combination of education, experience and training that provides the required knowledge, skills and abilities will be considered.
- Seven or more years of progressively responsible experience in business systems support with emphasis on SaaS applications, cloud services, and inter-system integrations.
- Seven or more years of progressively responsible experience in user adoption activities, including individual and group training, knowledge management, fostering user communities, and accelerating momentum with technical and business teams.
- Proficiency in systems analysis tools and methodologies

Flexible/Hybrid Working: A hybrid work schedule is available for this position after an orientation period. Remote work for this position is subject to the department's operational needs and will be discussed with candidates during the selection process. Full-time remote work is not an available option. Once hired, employees must reside in the State of Washington and within reasonable commuting distance to Bellevue City Hall.
Limited Term Employee (LTE): A fully benefited employee appointed to serve in a position scheduled to work a minimum of 30 hours a week for a specific project with a specific ending date which is anticipated to last more than five months but in no event longer than five (5) consecutive years (60 months).
